Border Force is a Directorate of the Home Office, Border Force Maritime Command (BFMC) are part of Border Force. BFMC are intending to replace the existing provision of Aerial Surveillance. The requirement is for a maritime surveillance capability completely owned, managed, operated and maintained by the contractor but deployed by BFMC to any point in the UK Exclusive Economic Zone (EEZ). The expectation is that the selected platform(s) will be fitted with role equipment relevant to the Maritime Patrol Aircraft (MPA) role – Radar, Electro-optic turret and marine and tactical communications systems (details can be provided in due course). It is envisaged that any new service provision will commence in January 2016, following an Invitation to Tender exercise.The purpose of this document is to assess the capability of the market to meet the requirement. Potential suppliers are invited to send an email to Janine Melia, Home Office Commercial: email@example.com, confirming their interest in this opportunity and providing brief details of their ability to meet the requirement. Emails should be submitted by Friday 04th July 2014.Supplier Engagement events are to be held, in which BFMC and Home Office Commercial will provide more information on the project and the procurement process. To give suppliers chance to attend, two dates have been scheduled, i.e. Wednesday 16th July 2014 and Thursday 17th July 2014, both in Manchester. The agenda for both dates will be the same, so suppliers will only be expected to attend one of the events. To manage numbers, suppliers are also asked to ideally bring only one attendee, two as a maximum.Any suppliers interested in attending the events should register their interest and state which date they would prefer to attend, by sending an e-mail to firstname.lastname@example.org, copied to email@example.com by no later than Wednesday 2nd July 2014. That email should be titled ‘Future Aerial Surveillance – Supplier Engagement Event', and include Company Name/Address, Contact Point(s), Proposed Attendee(s) and UK VAT registration details (if appropriate). Further information such as event times, exact locations and format, will be confirmed at a later date, once the demand is clear.Please note there is no compulsion to attend the Supplier Engagement event. Suppliers are not expected to submit bids at this stage as Home Office Commercial are intending to release a formal Contract Notice at a later date, including detailed information and bidding instructions. Non-attendance at the Supplier Engagement event will not adversely affect any future ability to submit a formal tender for this work. Similarly, attendance at the Supplier Event does not compel suppliers to participate further in the tender process.
