This procurement of products is made in the context of implementing the project "Equipping educational units in the GAL Curbura Carpaților area with furniture, teaching materials, and digital equipment", code F-PNRR-Dotari-2023-5427, financed under the National Recovery and Resilience Plan (PNRR), Component 15 – Education.
The project aims to equip a total of 260 spaces within the following 6 educational units, with legal personality, in the GAL Curbura Carpaților area, Brașov County: Agricultural College and Food Industry "Țara Bârsei" Prejmer, Prejmer Middle School, Lunca Câlnicului Middle School, Vama Buzăului Middle School, Teliu Middle School, and Tărlungeni Middle School.
The object of the procurement contract involves the supply of various types of products, divided into 10 lots, namely, LOT 1: SUPPLY OF DIGITAL EQUIPMENT; LOT 2: SUPPLY OF SOFTWARE PACKAGES; LOT 3: SUPPLY OF FURNITURE; LOT 4: SUPPLY OF TEXTILE ARTICLES; LOT 5: SUPPLY OF MATERIALS, EQUIPMENT, AND LABORATORY KITS; LOT 6: SUPPLY OF LABORATORY CONSUMABLES; LOT 7: SUPPLY OF SPORTS ARTICLES AND EQUIPMENT; LOT 8: SUPPLY OF TOYS AND EDUCATIONAL MATERIALS; LOT 9: SUPPLY OF TESTS, PUBLICATIONS, AND OTHER PSYCHO-PEDAGOGICAL MATERIALS; and LOT 10: SUPPLY OF OTHER EQUIPMENT FOR TEACHING USE, in accordance with: the requirements and specifications of the award documentation and standards for equipping schools with digital resources and minimum equipment norms (Ministry Orders no. 4142/2022, 4143/2022, 4144/2022, 3497/2022, 6416/2022, 3677/2023, 6184/2024 and Order of the Ministry of Health no. 1456/2020), as well as with applicable ecological criteria for categories of products that have an impact on the environment throughout their entire life cycle, as specified in Annexes 1, 3, and 4 of ANAP Order no. 1946 of 2024.
According to Article 160 of Law 98/2016, economic operators have the right to request clarifications regarding this award documentation, through SEAP, until the 9th day before the deadline for submitting offers, by accessing the section "Requests for clarification / Questions".
According to Article 161 of Law 98/2016, provided that requests for clarifications or additional information have been addressed within the prescribed term, the contracting authority will publish the answers, accompanied by the related questions, and/or additional information, in SEAP, attached to the participation announcement in the section "List of clarifications, notifications, and decisions" until the 6th day before the deadline set for submitting offers, taking measures to avoid revealing the identity of the bidders who have requested clarifications or additional information.
In accordance with Article 196, paragraph (2) of Law 98/2016, the contracting authority will request the bidder ranked first, after applying the award criterion, to present supporting documents to demonstrate compliance with qualification and selection criteria, according to the information contained in the DUAE. According to Article 66, paragraph (1) of HG 395/2016, if the bidder ranked first does not adequately demonstrate compliance with all criteria, the contracting authority requests the bidder ranked second to submit all supporting documents to verify the compliance with qualification criteria.
In case the documents presented by economic operators are incomplete or if there are ambiguities, the Contracting Authority has the right to request clarifications, specifications, or document completions from the bidders, via SEAP, in the section "Requests for clarification / Questions". The Contracting Authority does not have the right to determine the modification of the requirements and essential elements established in the award documentation through the requested clarifications/completions.

The delivery deadline for all products to the premises of the 6 educational units is a maximum of 30 days from the signing of the contract. The guarantee for the products is at least 24 months from the date of acceptance of the products by the contracting authority.
