Description:
Service providers are invited to apply for inclusion in a supplier register for training and coaching services aimed at enhancing staff skills in various areas such as change management, diversity, workplace well-being, and digitalization, available to the City of Turku and associated municipalities.

The procurement services of Turku City Corporate Administration request service providers to submit applications for participation in the supplier register related to the development of staff skills in services: (training, coaching, and development). The City of Turku has established a supplier register for service providers starting from 1.1.2024. The contract for the supplier register is made for an indefinite period, and the supplier register will be available to all participants in the procurement (all service entities of the City of Turku, Pöytyä Municipality, and Oripää City). This is a procurement according to the annex e of the procurement law. The services to be procured include 12 subcomponents: 1. Change management and skills for living in change 2. Diversity in society (leadership and services) - resident- and customer-oriented services, equality in service development (network collaboration, multiculturalism, interdisciplinary cooperation) 3. Challenging customer situations and safety (solution-oriented approach, interaction skills; including online harassment and social media, threat situations) 4. Development of skills supporting workplace well-being: resolving workplace conflicts, training and coaching of frontline managers (also frontline management in hybrid working), excluding work supervision and proactive career coaching 5. Management of the service lifecycle: process management, development of process skills, LEAN methods 6. Online training on employment relationship matters 7. Project and program management 8. Promotion of digitalization – developing customer service, enabling new intelligent secure services in the municipal sector (e.g., robotics, artificial intelligence, IoT) 9. Data-driven management – enabling organizational change through data-driven management and digitalization. Systematic data management: data availability, data quality, data interoperability, and reusability 10. EA training (Emergency training, EA1 training, customized EA training) 11. Initial firefighting training (Initial firefighting AS 1, customized initial firefighting) 12. MAPA training or equivalent. The client does not commit to a specific quantity or value of procurement.

The subject of the procurement is training and coaching related to the theme of change management and skills for living in change. The training and coaching support staff's change management and accelerate adjustment to new situations. This is also significant for the functionality, effectiveness, and well-being in the workplace. Diversity in society resident- and customer-oriented services, equality in service development.
The subject of the procurement is training and coaching related to the theme of diversity in society (management and services) – resident- and customer-oriented services in service development, equality in service development (network collaboration, multiculturalism, interdisciplinary cooperation). Non-discrimination must start from the decision-maker level and the structures of services. Equality should be taken into account in planning services, preparing strategies, and evaluating operations. If necessary, support is provided to minority groups when they are at risk of being in an unequal position. Implementing a culturally sensitive working approach promotes the realization of non-discriminatory services. Challenging customer situations and safety.
The subject of the procurement is training and coaching related to the theme of challenging customer situations and safety (solution-oriented approach, interaction skills; including online harassment and social media, threat situations). Topics for training may include calming down problematic situations, developing customer service (improving interaction, receiving customer feedback), and recovering from stressful situations. The procurement of services can be carried out either by the personnel administration or by frontline managers of work units in situations where a development need has been identified. The subject of the procurement is training and coaching related to the theme of developing skills supporting workplace well-being: resolving workplace conflicts and developing interaction, as well as enhancing the skills of frontline managers in this theme (also frontline management in hybrid working), excluding work supervision and proactive career coaching. Supporting frontline manager work and training related to the following areas: • leadership of people • management of issues and operations • change management • leadership of skills, motivation, and capacity • addressing and resolving workplace issues • operational methods and responsibilities of personnel matters.
