Subject: Design, development and deployment of an AI-enabled Regulatory compliance Portal for NITA-U. Procurement Reference Number - NITA-U/UDAP/NCONS/24-25/00048

1.  The National Information Technology of Uganda (NITA-U) has received funds from The World Bank to be used for the Design, development and deployment of an AI-enabled Regulatory compliance Portal for NITA-U.

2.  The Entity invites sealed bids from eligible bidders for the provision of the above non-consultancy services.

3.  Bidding will be conducted in accordance with the open domestic bidding method contained in the Public Procurement and Disposal of Public Assets Act, 2003, and is open to all bidders.

4.Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from  0800 to 1700 hours from Monday to Friday at the address given below.

5.  The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ugx.200,000 (Two Hundred Thousand Uganda Shillings Only) . The method of payment will be the Electronic Funds Transfer (EFT) Bank account number: 006550058000001, Customer name: National Information Technology Authority, Uganda (NITA-U), Account title: NITAU Local Revenue Expenditure Account, Bank Name: Bank of Uganda Swift Code: UGBAUGKA. A PDF bidding document shall be sent to the potential bidder electronically upon receipt of confirmation of payment

6.  Bids must be delivered to the address below at 8(c) at or before 10th July, 2025 at 11:00am. All bids must be accompanied by a bid security of 12,000,000 /= (Uganda Shillings Twelve Million). Bid securities must be valid until 19th August 2025. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 8(d) at 10th July,2025 at 11:15am.

7. A pre-bid meeting will be held on 2nd July, 2025 at NITA-U Head Office, Palm Courts, Plot 7A, Rotary Avenue at 11:00am with an Online Virtual Meeting using zoom – A link will be shared with all registered Bidders prior to the date of the meeting. The bidders who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting to udap@nita.go.ug
