A Penalty Charge Notice (PCN) enforcement and notice processing system, including an online permit application module, is required to replace the Council’s existing ICPS application.

The system will enable a PCN to be issued from an android device and the detail will transfer in real time to the notice processing application. The notice processing application will enable a PCN to progress in accordance with TMA 2004 legislation. Online appeals and payments can be accepted which transfer to the application in real time.

An online permit system will enable applications, payments, amendments and renewals to be made. The system will produce virtual permits which will be transferred to the enforcement device in real time.
