The contractual arrangements for DCCs current capital delivery Alliance finish at the end of AMP7. DCC is coming to the market with a new model which will see DCC implement a Capable Owner delivery model where DCC’s Asset Planning teams are supported by four Engineering Consultancy Services (ECS) partners who will support DCC on feasibility and optioneering to select optimal solutions that our Design & Build (D&B) and Major Framework partners will deliver. Leveraging our evolving Asset Planning capability in this Capable Owner model, with the support from our ECS partners will form the basis of the front end of our capital delivery strategy for AMP8.
The aim of this procurement exercise is to appoint four ECS partners to support the Capable Owner delivery model. DCC does not intend to restrict parties who are successful as one of the four ECS partners also
working as detailed designers for one or more of our D&B and Major Framework partners.
The anticipated contract value is circa £20 million per annum across the four ECS partners. It is anticipated that DCC will be delivering between £300 - £350m of project work annually over the AMP8 period including some significant standalone investigations for future AMPs, our long-term delivery strategies point to higher levels of investment within AMP9.
The ECS partners will support by undertaking data gathering, root cause analysis, modelling, solution evaluation, environmental assessments, feasibility, & optioneering to identify the optimal solution
to be taken forward into delivery. DCC’s D&B and Major Framework partners will also be available to provide early contractor involvement (ECI) on the preferred solution to ensure that buildability is factored into the selected solution.
