The subject of the framework contract are control tests in the field of road construction in accordance with the specifications of the service description.
The services are divided into the following service areas:
Performance range 01: Soils, soil improvement and soil consolidation according to ZTV E-StB
Performance range 02: Layers without binder according to ZTV SoB-StB
Performance range 03: Base layers with hydraulic binders and concrete road slabs according to ZTV Beton-StB
Performance range 04: Asphalt construction methods according to ZTV Asphalt-StB or ZTV BEA-StB
Performance range 05: Bitumen investigations according to TL bitumen-StB and investigations on bitumen emulsions according to TL BE-StB
Power range 06: Longitudinal unevenness measurement with planograph
Performance range 07: Road marking - Testing of the finished power in new condition according to ZTV M

The service areas are hereinafter also referred to as "lots" due to the specification of terms in this announcement form.

The conclusion of the framework agreements for the provision of the services specified in the service description (Annex 1 to the framework agreement) takes place by means of a so-called "open house procedure". For more information, see Section VI.3 and the cover letter, which can be accessed via the electronic address given in Section I.3.

The framework contract to be concluded individually includes for each contractor those service areas described in more detail in the service description (Annex 1 to the framework yield) for which the admission requirements have been proven with the application for approval.

Individual contracts awarded on the basis of the framework agreement concluded may include all services or only parts of one or more service areas for which a contractor has been approved.

The open house procedure runs from publication until 31.12.2023 and can be extended twice by 1 year each. Applications for admission and thus the conclusion of a framework agreement can be made during the entire term of the open house procedure.

A framework agreement enters into force with the admission of an interested party and ends on 31.12.2023 subject to the following extension options. The framework agreement may be extended twice for a further year. The extension by a further year occurs automatically, unless the Client terminates the contract at the latest six months before the end of the contract period. Further details are regulated in the framework agreement.
