1. The subject of the order is the successive supply of liquid fuels and gas.
2. The subject of the contract consists of three tasks that can be implemented jointly or separately, ie:
2.1. Task 1: Supply of liquid fuels
2.2. Task 2: Supply of liquefied LPG
2.3. Task 3: Supply of liquid gas in cylinders
Supply of liquid fuelsThe subject of the order is the supply of liquid fuels for:
1) Miejski Zakład Komunikacji Spółka z oo in Koszalin in the amount of:
- diesel fuel - PN-EN 590 in the amount of 3500 m
- 95 lead-free petrol - PN-EN 228 in an amount of 2000 m
- 98 lead-free petrol - PN-EN 228 in the amount of 125 m
2) Przedsiębiorstwo Gospodarki Komunalnej Spółka z oo in the amount of:
- diesel oil delivery to tanks MZK Sp. z o. o. in Koszalin at ul. Gnieźnieńska 9 - PN-EN 590 in an amount of 500 m
- 95 lead-free petrol delivery to tanks MZK Sp. z o. o. in Koszalin at ul. Gnieźnieńska 9 - PN-EN 228 in an amount of 10 m
- diesel oil delivery to a gas station located within the Regional Waste Recovery Plant in Sianów, ul. Łubuszan 80 - PN-EN 590 in an amount of 180 m
3) Miejskiej Energetyki Cieplnej Sp. z o. o. in quantities of:
- diesel oil delivery to tanks MZK Sp. z o. o. in Koszalin at ul. Gnieźnieńska 9 - PN-EN 590 in the amount of 70 m
- 95 lead-free petrol delivery to tanks MZK Sp. z o. o. in Koszalin at ul. Gnieźnieńska 9 - PN-EN 228 in an amount of 0.3 m
- 98 lead-free petrol delivery to tanks MZK Sp. z o. o. in Koszalin at ul. Gnieźnieńska 9 - PN-EN 228 in an amount of 10 m
The delivered fuels must meet the requirements of the currently applicable Polish Standards:
1) diesel fuel PN-EN 590
2) unleaded petrol Pb 95 PN-EN 228
3) unleaded petrol Pb 98 PN-EN 228
And the quality requirements for motor gasolines and diesel oils specified in the Regulation of the Minister of Economy of 09.10.2015 on the quality requirements for liquid fuels (Journal of Laws of 2015, item 1680). Technical and chemical parameters of supplied fuels cannot be worse than specified in the Annexes to the above-mentioned Regulation.
The Employer requires that the Contractor:
1) delivered the subject of the order at its own cost to the MZK Spółka z oo petrol stations in Koszalin at ul. Gnieźnieńska 9 and at ul. Wąwozowa 1a and to the area of the Regional Waste Recovery Plant in Sianów, ul. Łubuszan 80.
2) carried out deliveries successively, based on the order placed by the Employer, within 2 business days from the date of order.
Supply of liquefied LPGThe subject of the order is the successive supply of liquefied gas (LPG) to the fuel stations of Miejski Zakład Komunikacji Spółka z oo in Koszalin at ul. Gnieźnieńska 9 and at ul. Wąwozowa 1a, in the amount of 1,150,000 liters during the contract period.
1. The liquefied gas (LPG) supplied must:
1) Meet the Polish Standard for liquefied gas (LPG) - PN-EN 589 + A1: 2012P;
2) Meet the quality requirements for liquefied gas (LPG) specified in the regulations issued on the basis of art. 3 clause 2 points 3 of the Act of 25 August 2006 on the fuel quality monitoring and control system (i.e., Journal of Laws of 2019, item 660, 1527; from 2020. 284)), and in particular those specified in:
- Ordinance of the Minister of Energy of April 14, 2016 on quality requirements for LPG liquefied gas (Journal of Laws of 2016 item 540),
- Ordinance of the Minister of Economy of January 31, 2007 on the method of sampling liquefied gas (Journal of Laws of 2007 No. 44 item 279),
- Ordinance of the Minister of Energy of 17 January 2017 regarding the methods of testing the quality of liquefied gas LPG (Journal of Laws of 2017, item 159),
- be compliant with the standards and regulations amended during the contract period which specify the quality requirements.
The Contractor shall indicate the liquefied petroleum gas (LPG) producer and / or distributor from which he will purchase liquefied petroleum gas (LPG) for resale to the Employer by submitting an appropriate statement. This statement is part of the offer. If the Contractor is also a producer of liquefied gas (LPG) - submits a statement that he is a producer of liquefied gas (LPG) and that liquefied gas (LPG) supplied to the Employer comes from his own production. The Contractor will also make a statement that the offered liquefied gas (LPG) is produced in accordance with the standards referred to in point 1.1) and transported in accordance with the requirements of the specific provisions on the transport of hazardous materials specified in the ADR agreement, this statement must be attached to the offer .
The Employer requires that the Contractor:
1) delivered the subject of the order:
a) meeting the requirements specified in the ToR;
b) road tankers equipped with legalized meters and hoses ensuring air-tight sealing when liquefying LPG;
c) at its own expense, at the MZK Spółka z oo petrol stations in Koszalin, at ul. Gnieźnieńska 9 and at ul. Wąwozowa 1a.
2) carried out deliveries successively, based on the order placed by the Ordering Party by e-mail, within 2 business days from the date of receipt of the order.
3) The Contractor is obliged to attach a quality certificate (laboratory certificate) to each delivery. The quality certificate must contain the results of the analysis of the parameters specified in the Regulation of the Minister of Energy of April 14, 2016 (Journal of Laws of 2016, item 540).
Supply of liquid gas in cylindersThe subject of the order is the sale, delivery and unloading of LPG propane butane in traditional steel cylinders, the amount of gas in the 11 kg cylinder intended for propulsion of forklift engines and in the household - the number of cylinders 3450 items during the contract period:
a) The Purchaser will purchase LPG butane gas in cylinders for resale at the Purchaser's gas stations. The Employer holds a license to trade liquid fuels.
b) cylinders delivered to the Employer are to be properly secured, they cannot have any signs of damage.
c) each cylinder:
- it should be marked in accordance with Polish legislation, i.e. it should have a permanent marking, i.e. manufacturer's mark, cylinder serial number, tank capacity in dm3, test overpressure in MPa, full name of the gas or gas mixture and chemical formula, date of the next and conducted examination tank and the mark of the technical inspection expert, tare in kg (weight of the empty tank without valve and cap), gross weight of the tank (weight of the tank with the highest allowable fluid mass - without the cap), net weight of the tank load (maximum allowable weight of fluid contained in the tank equal to the product tank capacity in dm3 by permissible proper filling),
- it must meet the safety conditions in accordance with European standards and UDT regulations.
d) The delivered propane-butane gas in cylinders should be of good quality, meet the quality requirements specified in the PN-C-96008 standard, PN-EN 589 standard, Regulation of the Minister of Energy of April 14, 2016 on the quality requirements for liquefied gas (LPG) ) (Journal of Laws of 2016, item 540) and should be free from technical and legal defects.
e) Gas packaging, i.e. a gas cylinder, will be exchanged free of charge at each delivery as a replaceable packaging, subject to the first delivery, for cylinders that the Purchaser has.
The Employer requires that the Contractor:
- he carried out deliveries successively, based on the order placed by the Ordering Party by e-mail, within 4 business days from the day following the date of receipt of the order,
- delivered cylinders at its own expense, to MZK Spółka z oo petrol stations in Koszalin, at ul. Gnieźnieńska 9 and at ul. Wąwozowa 1a,
- he lent, for the duration of the contract, appropriate containers (one container for each gas station) that meet the requirements of fire and safety regulations.
