This request for participation establishes a dynamic procurement system DPS for recruiting health and social services experts from the EU and EEA to Finland.
The services are aimed at employers in the health and social services sector and their procurement is subsidised from public funds. The appropriations come from the Ministry of Economic Affairs and Employment and are managed by the North Savo ELY Centre as part of the development of the international recruitment model nationwide. An appropriation of approximately EUR 2.5 million has been earmarked for this service from the public sector for the period 2022-2024.
It is possible to extend the duration of the dynamic purchasing system by publishing a new contract notice.
The acquisition covers the whole of Finland, excluding the Åland Islands. The purchasing entity is the Ely Centre of Pohjois-Savo. During the contract period, the ELY Centres of Mainland Finland will act as subscribers.
At the stage of setting up the dynamic purchasing system, the adjudicating entity shall reserve a processing time of 15 working days to process requests to participate due to the low human resources of the contracting entity and the provision for the number of requests to participate.
DPS may be closed for a holiday period and for other periods during which no procurement can be made.
Finnish language serviceThe target of this dynamic procurement system (DPS) is recruiting country-of-origin training for the recruitment of health and social services professionals from the EU/EEA region to Finland and related additional services - country of origin training for spouses and reception coaching of the work community. DPS is used by all ELY Centres in Mainland Finland.
The DPS item is divided into two (2) subdivisions:
1st Service in Finnish and 2nd Swedish language service.
Candidates eligible for both areas shall have the capacity to implement all the services contained in the DPS. The implementation of services between components differs on the basis of the language of the service, and the content of the services is consistent.
The DPS target is described in more detail in the request for participation and its annexes, in particular in Annex 1 Recruiting country of origin training in the health and social services sector DPS - description of the target of the procurement.
The candidate may submit his or her application to participate in either or both areas.
During the duration of the DPS, all interested candidates may submit an application to participate in it. DPS shall remain valid until the date indicated in the contract notice unless it is suspended or amended while DPS is valid.
A procuring entity may suspend DPS during a holiday or other period when the contracting entity does not have the resources to award contracts.
The ELY Centres which have joined the call for participation will make purchases between candidates admitted to the relevant DPS component through internal tenders by means of internal tenders by DPS, which may take place throughout the procurement phase of the DPS.
The acquisition phase of DPS will begin after the establishment phase and end at the end of the DPS period of validity.
