KDD would like, together with the main organisations in the state, YS Stat, LO stat, Unio, and Akademikerne, to find a tenderer for a project where the main aim will be to examine what is required for state jobs to be attractive jobs.
The main aim of the project will be to find out what is required so that state entities are attractive work places. The project will present findings that include the state tariff area in general, and at the same time, cover differences that result from the entities in the state tariff area not being a homogenous group. The analysis and recommendations of measures ought to include this complexity.
NOK 2,000,000 excluding VAT has been put aside for the project: Recruit, develop, and keep employees in the state. What is required for state entities to be attractive work places? The project will be started immediately, and the final report must be submitted to KDD at the beginning of March 2024.

The state tariff area consists of approx. 200 large and small entities nationwide. These entities undertake social assignments from the Norwegian Parliament and the government, and have very different aims, prerequisites, challenges, and competence needs. In 2021 there there just over 163,000 employees in the state tariff area.
The main aim of the project will be to find out what is required so that state entities are attractive work places. The project must, amongst other things, identify status, and highlight and discuss the challenges and trends that the state entities are currently facing as regards recruiting, developing, and keeping employees, including whether there are particular challenges connected to turnover and the use of consultants and hired labour.
The project will present findings that include the state tariff area in general, and at the same time, cover differences that result from the entities in the state tariff area not being a homogenous group. The analysis and recommendations of measures ought to include this complexity.
