Repair, maintenance and associated services related to marine and other equipment. The UK Ministry of Defence (MoD) has a requirement to repair and refurbish a 5 product CALM type Single Point Mooring (SPM) #2 Refuelling Buoy, originally built by Imodco in 1990.
The 8.5m diameter SPM Buoy is currently secured to temporary mooring at East Cove Military Port in the Falkland Islands (FI) awaiting refurbishment. It is to be recovered from the sea, repaired, refurbished and returned to this location in a fully serviceable condition. As an option there may be a requirement after commissioning to store the SPM on land in a preserved condition. The Tenderer will be required to identify a location where the refurbishment and repairs will be undertaken. This may be within the Mount Pleasant Complex in the Falkland Islands or an alternative. The post storage installation of buoy onto the SPM Mooring is subject to another contract and is not part of this requirement.
The SPM was damaged by a collision with a ship and is required to be repaired, refurbished and preserved to a standard that will provide for at least 15 years service life for the paint coatings and at least 7 years service life when reinstalled as the operational SPM buoy. This will include the repair of collision damage and the refurbishment of the SPM buoy including the overhaul of the Multiple Product Distribution Unit (MPDU), turntable and the replacement of other associated equipment.
The overhaul of the buoy is to be undertaken at a location nominated by the Tenderer. The successful Tenderer may be able to utilise the Falkland Island Re-supply Ship (FIRS) strategic Ro-Ro for transportation to a European port, but any additional charter costs incurred with diverting the vessel for off loading/loading will be added to the project comparison cost. The successful Tenderer will be responsible for all lifting towing and handling of the buoy from the water in the FI and at their nominated refurbishment site. The successful Tenderer will be required to engage the services of a marine Classification Society to witness and verify the repairs and refurbishment undertaken have been completed to the required standard.
