The subject of the award procedure is the conclusion of a framework agreement on bicycle leasing for AOK Rheinland-Pfalz/Saarland.
The client is looking for a service provider for your tariff and DO employees to carry out a bicycle leasing as part of the deferred compensation (according to TV bicycle leasing) in the federal states of Rhineland-Palatinate and Saarland.
As an employer, AOK Rheinland-Pfalz/Saarland has an interest in maintaining the health of its employees and would like to make an active contribution to this. The aim is therefore to offer an economically attractive and practical leasing format for the employees of AOK Rheinland-Pfalz/Saarland. For this purpose, the following points must be fulfilled:
The bike leasing must be economically advantageous compared to the cash purchase. There is a wide range of products to offer. Employees are to be provided with a well-equipped, local dealer network, especially in the federal states of Rhineland-Palatinate and Saarland and the neighbouring federal states. The bicycles can be used for both business and private purposes. In addition, the use of the bicycle by spouses, partners or relatives living in a home community with the employees is also permitted. Accordingly, the leasing and insurance contracts must also be designed. The offer must be accompanied by the corresponding model contracts (framework leasing and individual leasing agreement, transfer of use and deferred compensation agreement) and the companies involved must be named by name. Employees can be given a maximum of one bicycle at the same time for use.
The client estimates that a maximum of 600 individual leasing contracts will be concluded during the term of the contract by employees covered by collective bargaining agreements and employees of the service regulations. A minimum purchase quantity of leased bicycles is excluded.
Employees should be offered the opportunity to lease a bicycle according to their personal wishes and in compliance with § 63a of the Road Traffic Licensing Regulations. Therefore, the widest possible range of bicycle types and brands should be offered. The following types of bicycles must be available at least in the portfolio:
- Citybikes
- Trekking bikes
- Road bikes
- Lastenräder
- Pedelecs up to max. 25 km/h
An offer of individual bicycles for people with disabilities should exist.
For the processing of bicycle leasing, the Contractor shall provide the Client with a customer portal with an area for employees and for the Client within the framework of an online platform (browser-based) in German. This should also be usable for mobile devices. Via this online portal, the ordering and processing process must be able to be mapped completely digitally and employees must be able to calculate possible leasing models including the effects on the net salary.
