The purpose of this procurement is to provide technical expertise for technical roadside inspections of vehicles carried out by the Police, Customs and the Border Guard by procuring the necessary services from their providers. The services are performed in Finland (excl. Province of Åland).

The contract will not include a requisition obligation.

The procurement consists of two (2) separate services:

Service 1: Delivery of mobile brake dynamometers to technical experts referred to in Service 2 for use in technical roadside inspections of vehicles carried out by the Police, Customs and Border Guard, as well as for the maintenance, repair and calibration of these brake dynamometers

The tendering procedure will be carried out in an area covering the whole country (excl. Province of Åland).

Service 2: Inspectors acting as technical experts in technical roadside inspections of vehicles carried out by the Police, Customs and Border Guard. The service also includes the preparation and operation of the mobile brake dynamometer at the roadside inspection site and the management of the brake dynamometer (storage, transport to roadside inspection points in the area concerned, transport and handover to a technical expert in the following area).

A tenderer may submit a tender and be selected for one or both services and, in the case of service 2, for one or more areas. Where a tenderer participates in a tender for more than one service and/or subdivision, a separate tender shall be submitted for each service and subdivision. One service provider is selected for each service and for service 2.
