The purpose of this mission is to appoint Project Management Assistance (AMO) including a "technical" and "social" component on behalf of Logement Molenbeekois as part of the program of renovation work on occupied sites to improve firefighting means, remove domestic gas and bring electrical installations into compliance in various housing complexes assigned to social housing, in an inhabited environment.
In general, the contracting authority expects the AMO to provide continuous representation of the MO to carry out these projects, and to ensure, on behalf of Logement Molenbeekois, the technical, social - collective and individual - administrative, economic and financial management with a view to the preparation and optimal implementation of the means necessary for the proper realization of the project described in point 3 of these specifications, throughout their duration.
For this mission, the contracting authority wishes to designate a project management assistance office comprising at least an engineer type profile in special techniques and a support officer profile.
In the event that the specific personnel necessary to carry out all of the planned assignments do not meet within the same professional structure, a team of participants is formed into a group of economic operators.
In derogation from article 53 of the Companies Code, the members of the grouping will only see their respective responsibilities called into question within the limits of the accomplishment of their own mission.
The one who will represent the consortium vis-à-vis the contracting authority, and who will be responsible for coordinating the studies and services carried out by the other members of the grouping is the project management assistance office.
Subcontracting is authorized for the following missions: the "social" component of this mission.
Pursuant to Article 55 of the Royal Decree of 18 April 2017, the submission of a joint offer by several selected candidates is prohibited.
When the contractual documents refer to the tenderer, successful bidder and project management assistance (AMO), the above-mentioned group is used.
The attention of economic operators submitting several applications (i) in isolation and in a group with other economic operators, or (ii) within groups that are differently composed) and groups in which they would participate is drawn to the prohibition of multiple participations at the bidding stage by Article 54, § 2, of the Royal Decree of 18 April 2017. The consequence of this prohibition is that tenders submitted by tenderers involved in multiple participation will all have to be rejected.
In the event of selection of the two candidates concerned by the multiple participation of an economic operator, the latter may submit a tender only in the context of one of the two applications. The candidates concerned must anticipate this situation to avoid the rejection of their offer.
In the event of multiple participation of one or more economic operators, the selection procedure shall be carried out as follows:
(1) As a first step, the contracting authority will analyse and provisionally classify the applications concerned, taking into account any duplication;
(2) In a second step, it will inform the groups concerned by a risk of double supply of their provisional classification and will invite operators present in several groups to choose the one by which the offer is submitted;
3) In a third step, it will proceed to the final ranking of the applications after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the various candidates to formulate a tender.
