The contracting authority would like to form a framework agreement with one tenderer to cover the contracting authority's need for the procurement of professional procurement assistance in the form of making public procurements and providing assistance.

The contracting authority for the procurement is the four waste management companies that are included in the waste collaboration INNSIKT. These companies are: Horisont Miljøpark IKS, Hadeland og Ringerike Avfallsselskap AS (HRA), GLØR IKS and Sirkula IKS. The procurement is managed by Sirkula IKS.

The assignment includes, among other things, making operational procurements, general consultancy within procurements and contract management, quality assurance of the tender documentation and contract templates, handling complaints and petitions, negotiations, assisting with the work in Mercell tender management system (Norwegian: KGV) and contract administration tool (Norwegian: KAV). 

The consultancy company will represent the contracting authority in procurement projects. 

The contract will apply from the middle of June 2023 and will be valid for 2 years with a unilateral option for the contracting authority to extend the contract for a further 1 + 1 year.

The value of the contract is assessed as between NOK 2 and 4 million over the course of 4 years.

In addition, there is an option to expand the scope of the contract by a further NOK 4 million.

The contract will have an upper limit of a call-off equivalent to NOK 8 million.
