The subject of the contract is the collection of selectively collected municipal waste from the owners of real estate located within the administrative boundaries of the city of Chełm, the management of selectively collected municipal waste from the owners of real estate located within the administrative boundaries of the city of Chełm by transferring directly to the installation. The list of installations to which the Contractor will transfer municipal waste collected from the owners of real estate located in the city of Chełm is specified in Annex 6 to the contract, creation, equipment and operation of the Selective Municipal Waste Collection Point for residents of the city of Chełm, running the municipal Selective Municipal Waste Collection Point at Bieławin Street in Chełm together with accompanying infrastructure, equipping the property with containers, conducting information and educational activities among residents and property owners. The description of the subject of the contract is attached to the Draft Provisions of the Contract.

The detailed scope of the contract, the description of the services being the subject of the contract, the forecasted weight of municipal waste to be collected and transported (estimated quantities), the detailed requirements for the Contractor collecting municipal waste from the property owners and the detailed procedure in the event of non-selective waste collection are included in the Description of the subject of the contract constituting Appendix No. 1 to the Proposed provisions of the contract. Deadline for the performance of the contract: 24 months from the date of conclusion of the contract or to spend a gross amount equal to the gross price of the offer. Criteria for the evaluation of offers: Price -60 points, Response time -24 points, Environmental aspect of service provision -16 points. From 1 January 2022, the Contractor is obliged to ensure at least 10% of the share of electric vehicles or vehicles powered by natural gas in the fleet of motor vehicles within the meaning of Article 2(33) of the Act of 20 June 1997 – Road Traffic Law used in the performance of this task, in accordance with Article 68(3) of the Act of 11 January 2018 on electromobility and alternative fuels (i.e. Journal of Laws of 2022, item 1083, as amended). Economic operators may jointly apply for the award of a contract. In such a case, the Contractors shall appoint a representative to represent them in the procurement procedure or to represent them in the procedure and to conclude a public procurement contract. The power of attorney should be attached to the offer in electronic form. The Contracting Authority requires that in the case of entrusting part of the contract to Subcontractors, the Contractor indicates in the offer the parts of the contract whose performance it intends to entrust to subcontractors and provide (if they are known to him at this stage) the names (companies) of these Subcontractors.The Contractor is obliged to pay a deposit in the amount of PLN 160,000.00 (in words: one hundred and sixty thousand zlotys 00/100).2.
