The need to process the contract is motivated in order to provide work of transfer of belongings, materials and various in order to achieve a high quality in the service, minimizing the possible dangers that may be caused and guaranteeing the requirements in accordance with the municipal needs. The technical specifications detail, among other things, the tasks and works to be carried out in the two lots of which the contract is composed. On the other hand, it is planned to reach an administrative contract in order to satisfy the needs mentioned above, which is suitable in terms of its object and content, both in terms of its nature and type of contract, term and price. The contract covers the entire object required to cover the aforementioned needs, without it having been irregularly divided. The City Council of Fuenlabrada, within the framework of Law 7/1985 of 2 April, Regulating the Bases of Local Regime, has been attributed competences in matters of maintenance and conservation of the facilities subject to the contract because they are in municipally-owned buildings and therefore, it is its own competence.
