An order grouping agreement relating to the supply and purchase of individual protective masks was signed on 6.11.2020 between the territorial public establishment Grand Paris Seine Ouest and the municipalities of Boulogne-Billancourt, Chaville, Issy-les- Moulineaux, Marnes-la-Coquette, Meudon, Sèvres, Vanves and Ville-d'Avray. The territorial public establishment is the coordinator. The purpose of this consultation is to supply and purchase personal protective masks. The precise content of the services is explained in the special clauses. The contract is a framework agreement for supplies with order forms on the basis of unit prices, with no minimum or maximum amount in application of articles R. 2162-2 to R. 2162-6, R. 2162-13 and R. 2162 -14 of the public order code.

Lot n ° 1 concerns the purchase of type IIR surgical masks. These are medical devices meeting European health and safety requirements which are verified by standard NF EN 14683. By avoiding the projection of droplets emitted by the wearer of the mask, this type of mask limits contamination of the skin. outside environment and other people. This type of mask allows a filtration greater than 98% of the aerosols, in particular thanks to these three folds of thickness. It is for single use only. Characteristics of type IIR surgical masks:

- three folds,

- white internal face, colored external face = differentiable faces,

- hypoallergenic,

- fixation by ear elastic with nose bar,

- comfortable and adaptable to faces and movements,

- fiberglass-free, latex-free,

- period of validity before expiry of at least two years.

Lot 1 must include two mask formats:

- masks adapted to an adult size,

- pediatric masks

Lot 2 concerns the purchase of washable and reusable fabric masks, also called “barrier masks”. A reusable mask must maintain filtration and breathability performance within specifications after at least 20 washes. washable masks must be made exclusively of cotton and have elastic eye attachments. They must include a notice indicating the washing method and the number of cycles for which the manufacturer has demonstrated conservation of performance, in accordance with the details provided by the ANSM opinion of 25 March 2020 revised. The masks must comply with all the specifications set by the updated interministerial note of 29 March 2020, relating to the new categories of masks reserved for non-sanitary uses. the candidate may offer several colors at the same price, with the obligation to offer white. The packaging of fabric masks must include the “general public mask” logo.

Lot 3 concerns the purchase of FFP2 masks. It is a personal protective mask, meeting European health and safety requirements which are verified by standard NF EN 149 or by foreign standards recognized as equivalent. This type of mask protects the wearer of the mask against the inhalation of particles suspended in the air (and a fortiori of larger droplets) which could contain infectious agents. FFP2 masks allow the filtration of 94% of aerosols. Characteristics of FFP2 masks:

- mask without valve,

- one size fits all adult facial morphologies,

- nasal bar,

- double elastic support, latex free,

- latex, silicone and PVC free, it is made of hypoallergenic materials,

- period of validity before expiry of at least two years,

- CE certification.
