Extra-company vocational training (BaE) in a combination model Lot 1 and 2

Extra-company vocational training in a combined model (BaE) according to § 16 Abs. 1 SGB II in conjunction with § 76 SGB III.

The object of performance is the implementation of extra-company vocational training (BaE) according to § 16 Abs. 1 SGB II in conjunction with § 16 Abs. 1 SGB II in conjunction with § 16 Abs. 1 SGB II.

§ 76 f SGB III and §§ 4 ff Berufsbildungsgesetz (BBiG) / §§ 25 ff Gesetz zur Ordnung des Handwerks (HwO) - general vocational training including level training - and §§ 64 ff BBiG / § 42 letter k-m HwO ("worker training" or "specialist practitioner" exclusively for disabled people within the meaning of § 19 SGB III).

The benefit aims to enable trainees who require special assistance due to a learning impairment or social disadvantage to start, continue and successfully complete vocational training through extra-company vocational training. In doing so, the contractor must seize and exploit all possibilities that promote the trainee's transition to in-company training.

In the so-called combined model, the training content - including cooperation companies with aptitude according to §§ 27 ff BBiG / §§ 21 ff HwO - is conveyed both as part of an integrative and cooperative training.

BaE combination model lot 1

The target group includes - regardless of the school education achieved - young people without initial vocational training who have completed compulsory education.

Young people are eligible for funding:

1. who are learning impaired or socially disadvantaged and, for personal reasons, are unable to take up vocational training in a company even with services that promote training.

2. whose in-company vocational training relationship has been terminated prematurely and whose integration into in-company vocational training is hopeless, even with services that promote training, provided that it is to be expected that they will be able to successfully complete the vocational training.

3. young people with disabilities who are not dependent on special benefits (§ 117 SGB III) can be supported if they meet the appropriate requirements. Special premises and equipment therefore do not have to be provided.

4. Young recognised refugees and persons entitled to asylum may belong to the target group. Your language skills must be sufficient for training. Since a good job-related knowledge of German is required for a successful completion of the training, it may be useful for some of these young people to further improve or deepen their job-related language skills while participating in the BaE.

The contractor should enable and actively support the trainee to participate in a BAMF language programme if they meet individual needs. The objective of the measure must not be jeopardised by parallel participation. Here, an agreement must be made between contractor and user.

The aim is to enable young people who require special assistance due to a learning impairment or social disadvantage to take up, continue and successfully complete vocational training through extra-company vocational training. The long-term transition to the 1st labour market is the goal of this extra-company training (BaE) in the combined model.

In the so-called combined model, the training content - including cooperation companies with aptitude according to §§ 27 ff BBiG / §§ 21 ff HwO - is conveyed both as part of an integrative and cooperative training.

In doing so, the contractor is obliged to ensure the transition from integrative to cooperative training or in-company training as early as possible and at specified quotas within the training period.

The number of hours per week, including vocational school lessons, is 39 hours without breaks.

The weekly distribution of teaching hours is based on the training framework plan. The protective provisions for young people, e.g. the Youth Employment Protection Act (JArbSchG), must be observed. This applies in particular to periods of in-company training phases.

Remedial lessons as well as socio-educational support must be carried out continuously with a duration of at least four hours per week. This also applies to holiday periods at the vocational school. During the transition to the cooperative form, the location, duration and distribution must be individually coordinated with the cooperative company.

If the vocational school lessons are not provided by the vocational school or not to the required extent, the contractor shall ensure the corresponding theoretical instruction. For this purpose, the contractor must coordinate with the vocational school.

With the integrative model, the contractor is responsible for both theoretical and practical instruction of the participants. The practical instruction is supplemented and deepened by in-company training phases in accordance with the development progress of the participants.

If the training is continued in a cooperative form, the practical training content is conveyed exclusively by the cooperating company and accompanied and supported by the contractor in terms of specialist theory.

The 1st training phase begins on 07.08.2023 and covers the period from the start of training to the end of the intermediate examination.

For the 2-year training occupations, the first training phase ends on 30.09.2024.

For 3- and 3.5-year training occupations, the first training phase ends on 31.03.2025.

The 2nd training phase covers the period after completion of the intermediate examination (or 30.09.24 or 31.03.2025) until the completion of the training.

In the first training phase, all trainees start in the integrative form of BaE.

With the beginning of the 2nd phase of training, the proportion of integrative training is reduced as follows:

At least 35% of the assigned participants (as of 31.01.2024) must have transferred to cooperative training or in-company training. Only a maximum of 65% of the participants should be supervised in an integrative form of extra-company training.

There are two lots based on the different occupations (7 training occupations per lot) with 25 places each.

The following professions are advertised:

Lot 1: Office management clerk / retail clerk / salesperson / automotive mechatronics technician /

Electronics technician / hairdresser / plant mechanic SHK

Lot 2: Warehouse logistics specialist / warehouse clerk / carpenter / housekeeper / painter/varnisher / gala / metal worker

As a trainer according to the BBiG or the HwO, the contractor is responsible for the complete and proper execution of the training contract.
