By means of this request for quotation, you are invited to submit a tender for the public European tender Communication Consultants for the Veluwe IJssel Environment Service (OVIJ).

Omgevingsdienst Veluwe IJssel (OVIJ) wants to contract two (2) communication consultants and one (1) communication consultant-consultancy with government experience for the period of two (2) years through this public European tender as of 1 January 2024

with one (1) renewal option of up to twelve (12) months.

The tender is aimed at (strategic) communication advice / support.

OVIJ subcontracts this at European level in an open procedure and in three lots.

1. Communication advisor and coordinator, for 16-20 hours per week.

2. Communication advisor projects and events (all-round), for 16-20 hours per week.

3. Communication consultant-consultancy, for 16-20 hours per week

Communication advisor and coordinator: Sparring partner and communication advisor for the board and management.

Demonstrable knowledge and experience of working in and with public administration, both provincially and with municipalities and environmental services.

He or she follows provincial and national relevant developments, such as the Environmental Act, and can convert these into a communication/information strategy and give direction and implementation to it. Experience in project management incl. finance. Experience in coordinating and managing teams. Has at least 5 years of work experience within the government. The candidate has a completed scientific education.

The candidate can be deployed from 1 January 2024 until 31 December 2025, with an option to extend until 31 December 2026 for 16-20 hours per week. The start date is subject to timely completion of the tender procedure.

This may also mean that the start date of the assignment will have to be postponed.

Communication advisor projects and events (all-round): Provides communication for projects and organizes meetings and events. Demonstrable knowledge and multi-year experience of working in and with public administration, both provincially and with municipalities and environmental services. Knowledge of and experience in project communication. Experience in drawing up communication plans and their implementation. Experience in organizing physical and online meetings and events.

The candidate can be deployed from 1 January 2024 until 31 December 2025, with an option to extend until 31 December 2026 for 16-20 hours per week. Communication consultant / consultancy: Supports the communication team in the field of copywriting, text editing and interviews. Provides content management (incl. design) of our online channels (websites, social media). Develops, produces and publishes (incl. payment approx. € 3,000 per month) advertising campaigns on online channels, such as recruitment campaigns. Has demonstrable knowledge of Wordpress CMS.

Knowledge and multi-year experience working in and with public administration, both provincially and with municipalities and environmental services.

The candidate/consultancy firm can be deployed from 1 January 2024 until 31 December 2025, with an option to extend until 31 December 2026 for 16-20 hours per week.
