2W/23 Delivery and implementation of a holistic HR software

The city administration of Trier would like to acquire and introduce holistic software as part of the digitization of human resources.

The purpose of the introduction is, among other things, to increase the effectiveness and efficiency of administrative action within the areas of personnel and organization. In this context, special attention is paid to the optimization of processes and an employee-oriented design of internal processes between employees and the aforementioned central units. Accordingly, the focus of the software implementation is on the areas of structures and processes as well as a new form of employee self-service. Accordingly, the software to be introduced is intended to digitize standard processes currently established in paper form and open up new possibilities and capacities for personal personnel support through faster collaboration paths with employees.

The city administration of Trier currently employs a total of around 2,300 people in five departments. The heterogeneity of the administration and the special features that inevitably result from the very different areas of responsibility must be adequately mapped in the best possible way in the new HR software. This applies not only to the different collective bargaining structures, but also, for example, to the various working time and shift models (including theatres, fire brigades, daycare centres, etc.). At the request of the bidder, the more detailed structure of the administration and its employees can be communicated separately, for this purpose a message to the contact person named in the invitation to tender is sufficient.

Various software solutions are already being used in the personnel office, which are to be successively replaced in the course of the implementation of a new – more holistic – solution. We currently use BITE (in applicant management) and Tutorize (as a learning management system; Content mainly from Pinktum, Lessino and WTT Campus one). As a system for recruitment tests in the area of trainees, the administration currently uses a product from Info GmbH.

As a decisive factor for the introduction of a new software solution, it should be noted that the established SAP HCM module will continue to be used as a central payroll solution. Accordingly, the possibility of connecting the new software to SAP (interfaces) is considered an exclusion criterion that must be met.

The software solutions currently in use are subject to different contract periods. Even if some of these have already been awarded with a view to an upcoming award of the holistic system only with short terms, in the course of the procedure it may be necessary to do so. to clarify between the provider and the contractor whether sub-modules can also be meaningfully activated at a later date.
