The Brussels-Capital Region wants to get ahead of the curve in terms of renewing public spaces. RBC has expressed its desire to transform towards a liveable city, a city adapted to climate change and a city accessible to all. In this respect, public space plays an important role.
This mission aims to revitalize neighborhoods through the creation of quality public spaces on a human scale. It will focus on functions other than just the movement function (according to the STOP principle), namely the functions of stay, landscape, water, relaxation, recreation,
rest, etc.
The market is divided into 4 lots. The contract is, for each lot,
awarded in the form of a framework agreement concluded with a maximum of 5 economic operators. The lots are as follows:
- lot 1: framework agreement n°1 - Mobility studies;
- lot 2: framework agreement n°2 - Public space studies;
- lot 3: framework agreement n°3 - Site monitoring;
- lot 4: framework agreement n°4 - Communication and participation.
Lot 1 – Framework agreement n°1 – Mobility studiesThe following mobility studies may in particular be the subject of this contract:
- district-wide mobility studies aimed at calming public space (e.g. deterrence of transit traffic, revision of the traffic pattern);
- mobility studies on the redevelopment of an axis;
- more geographically circumscribed studies of a junction or group of junctions
The Good Move plan will work as a framework.
Depending on the case, the study may include development sketches to verify the spatial feasibility of the proposals.
Lot 2 – Framework agreement n°2 – Public space studiesThis lot 2 wants to reflect on the quality of the public space while taking into account its landscape, living room, basement qualities. The redevelopment of public spaces will have to take into account the potential for vegetation, demineralization, rainwater management, quality of stay, etc.
It may also be a question of carrying out studies solely related to revegetation, for example: carrying out a hydrographic study to know the state of soil permeability, making studies to integrate new vegetation into an existing public space, without providing for the complete redevelopment of the public space.
Lot 3 – Framework agreement n°3 – Site monitoringIf necessary and on order from the administration, the service provider assists the client in the management of the works.
Lot 4 – Framework agreement n°4 – Communication and participationThe objective of this 4th lot is to enrich one or the other phase of the project through a process of prospecting, participation, transitional action and/or simple information that would take place simultaneously with the study of the project.
