The tender deals with a contract for the implementation, delivery, support, maintenance and operation of an ERP system as a SaaS solution.
The starting point for the acquisition is KOMBIT's needs related to governance and economy processes. KOMBIT needs transparent financial management focused on optimized project financial management and effective administrative support.

KomBit's core tasks center on leading large IT projects. KOMBIT's primary mission is to develop, operate and anchor communal IT solutions for municipalities. KOMBIT stands to operate the projects while the actual development of the solutions is handled by external parties/suppliers.
In order for KOMBIT to best resolve its core tasks, an ERP system is necessary to provide transparency in financing composition and support visibility of the profitability of each project, ongoing disposals and room for repriorities on projects. At the same time, KOMBIT settles the accumulated project costs for the country's 98 municipalities following agreed distribution keys.
KOMBIT has decided to initiate the acquisition of both licenses and systems integrati-on/implementation assistance to support business objectives and requirements. KOMBIT expects that the acquisition process and subsequent deployment will result in the entry into service of standardized processes supported by a modern cloud-based ERP system supplied as SaaS.
An ERP system with the following functional areas are demanded and required: Accounts Processes, Creditor Processes, Travel and Exposition Management, Period Lk & Reporting, Financial Accounting and Cash Management, Budgeting and Management, Facility Management and Project Financial Management — with Resource management and time registration as option.
In ERP context, KOMBIT is a smaller organization with approximately 250 employees/users (200 internal and 50 external consultants), a small economics function with 5-10 yearworks (ÅV) and therefore has few primary ERP users at this time. KOMBIT has approximately 100 managers/approvers (boss/directors, project managers and project coordinators).
Overall, KomBit's expectation of the number of users is divided into functional areas by entry into service. It is expected that a given user will have access to more functional areas.
KOMBIT has selected negotiated tenders, as KOMBIT needs cannot be met without customization of already available solutions, cf. Section 61 (1) (a) of the Procurement Act. This is an IT solution to adapt KomBit technical platforms with data conversion, integration with other IT systems, etc.
KOMBIT has decided not to divide the contract into sub-agreements for market and economic reasons, including that economies of scale can be achieved, optimization of economy processes, etc.
KOMBIT encourages undertakings which do not have experience and/or capacity in all areas covered by the contract to cooperate with the 3rd Party.
