Acquisition target
The target of the procurement is coaching services and service development for unemployed people in Tampere. The procurement procedure is an innovation partnership in accordance with section 38 of the Act on Public Contracts, which follows the negotiated procedure and its various stages in accordance with section 35 of the Act on Public Contracts.
The customer target group of the procurement is people in need of tailored and individual coaching and support. The primary goal of the service is for customers to find employment and stay in work.
The object of the procurement is described in more detail in this invitation to tender and, in particular, in the Service Description attached as Appendix 1 to the invitation to tender.
Acquisition target
The target of the procurement is the development of services for unemployed people in Tampere using the innovation partnership procedure. The service to be procured is not a TE service under the JTYP Act, but it complements various services (under the JTYP Act) aimed at unemployed persons.
The customer target group of the procurement is people in need of tailored and individual coaching and support. The primary goal of the service is for customers to find employment and stay in work. At the heart of the service are jobseeker customers. A prerequisite for the successful implementation of the service is close cooperation also with potential employers.

This notice is not a call for tenders, but a request to participate.
Procedure
The contracting entity has chosen an innovation partnership in accordance with section 38 of the Act on Public Procurement and Concession Contracts as the procurement procedure. The contracting entity's need cannot be met by procuring conventional services already available on the market or by modifying existing service models. The acquisition aims at completely new solutions and more effective end results, which require partnership during the development phase. The new service package also aims at the internal development of services, enhancing employer cooperation and developing new models for service guidance and impact criteria.
An innovation partnership is a form of public procurement procedure in which the development of the service entity to be procured (design) is procured in the first stage. The development phase aims at the formation of a service that meets the contracting entity's needs.
The advantage of an innovation partnership is that the developed service no longer needs to be put out to tender, but the contracting entity can decide to purchase it directly from the partners involved in the procedure (ordering phase).
During the participation phase, all candidates who meet the eligibility criteria set out in the invitation to participate will be eligible. Three to five (3-5) suppliers will be selected for the negotiation rounds so that as a result, two (2) suppliers will proceed to the development phase.

BACKGROUND OBJECTIVES OF THE PROJECT
The operating environment concerning the obligations to organise employment services is changing, as the responsibility for organising TE services will be transferred to municipalities in 2025, and there is a great need for service development work. The reform of TE Services will affect the organisation of services, incentive funding and the targeting and requirements of services. The aim of the service model developed through the innovation partnership is to respond to changes in the future operating environment and needs that cannot be met with the current service offering. It is impossible to develop a service model without cooperation between the client and suppliers in the design and development phase.
Tampere Employment and Growth Services is involved in municipal employment trials until the end of 2024. The aim of the experiments is to more effectively promote the employment of unemployed jobseekers and their orientation towards education and training, as well as to bring new solutions to the availability of skilled labour. In the municipal experiment, new and more effective services will be created for customers in cooperation with the partner network. Particular emphasis will be placed on improving access to the labour market for those who have been unemployed for a longer period of time and those in a vulnerable labour market position.
