The NDW organization consists of a combination of permanent employees and employees who are hired, also known as the flexible shell. Because there is a lot of movement within the traffic management area in which NDW operates, NDW wants to be able to respond quickly to new questions and to scale up and down quickly. With this assignment, NDW aims to streamline the hiring process of suitable candidates. The service provider to be engaged must provide shorter lead times than is currently the case, for offering suitable candidates and for making the desired candidates available. Furthermore, this new working method should reduce the administrative burden for the portfolio managers of NDW.
