Description:
Telemedicine wound assessment solution

The Northern Jutland Region, as joint public system administrator (FOSA), wants to offer the country's five regions and 98 municipalities a new contract for the procurement, implementation, maintenance, service and application operation of a new telemedicine wound solution on behalf of all the aforementioned contracting entities. The solution must be application-driven on the upcoming telemedicine infrastructure (FUT). The solution offered may be newly developed or based on a proven solution. Reference is also made to point II.2.4).

The Northern Jutland region hereby offers, on behalf of the country's 5 regions and 98 municipalities, a new solution for telemedicine wound assessment.

In the period 2012 to 2015, the current telemedical wound record solution (the wound record) was rolled out to all regions and municipalities. The wound journal is the common platform used by all municipalities and all regions as a common communication and exchange platform for wound assessment. Via the Wound Journal, pictures of wounds and treatment courses are shared so that all parties can follow the patient's development. The Joint Public System Administration (FOSA) of the Wound Solution is handled by the Region of Northern Jutland on behalf of the country's 98 municipalities and 5 regions. The North Jutland region will also be the FOSA for the upcoming telemedicine wound solution.

The new solution for telemedicine wound assessment must integrate to / use the telemedicine infrastructure provided and commissioned by the Joint Development of Telemedicine (FUT). The FUT website can be found here: https://digst.dk/fut The solution must support both the monosectoral and cross-sectoral telemedicine wound care in an efficient and user-friendly way, with the opportunity to involve the citizen in the process. The solution can be developed for the Customer or, if a Supplier already possesses a well-developed and proven tool for telemedicine support for wounds, the Supplier can adapt its existing Solution to be able to operate on the underlying FUT infrastructure. It is expected that the new solution will be able to be used with citizens' own devices (eg tablets or smartphones) and that the solution should be able to support communication between citizens and clinicians and between clinicians. For a more detailed description of the client's business needs and success criteria, refer to Clause Specification sections 2.3 and 2.4.

The solution is offered with a joint license to use up to 3,000 active unique Users (primarily current clinicians). In addition, the license will be scaled in steps of another 500 users.

In addition to the actual delivery of a new solution for telemedicine wound assessment, the contract offered includes an agreement on maintenance, support and application operation of the solution on the FUT infrastructure. The contract also provides for the continuous development of the solution through the acquisition of development services, cf. also below, point II.2.10). The contractor undertakes to purchase a 2,000-hour clip card for use, for example, for implementation assistance or further development. The contract contains termination periods, but is otherwise indefinite with the possibility of termination after the termination period.

In the evaluation of the final offers, qualitative stop marks will be used for the sub-criteria "Business support" and "Quality of use". See section 10.2 of the tender terms and conditions.
