1. The subject of the contract is the supply of electricity in the period from 01.01.2023. until 31.12.2023 - up to 2 172 collection points (PPE) with a total estimated volume (+/-10%) 22 444.49 MWh basic order, of which:
1) For premises and facilities – tariff groups C, G, R (Part 1 of the contract) – 12 027,54 MWh – the PPE list is attached as Annex 1a to the SWZ
2) For premises and facilities – tariff group B (Part 2 of the contract) – 5 379.95 MWh – the PPE list is attached as Annex 1b of the SWZ.
3) For the purposes of road lighting (Part 3 of the contract) – 5 037,00 MWh – the PPE list is attached as Annex 1c of the SWZ.
2. Quality standards
1) The subject of the contract are the supply of electricity with quality standards specified in accordance with applicable regulations.
2) Quality standards of electricity are described in the Ep and the Regulation of the Minister of Economy of 4.05.2007 on the detailed conditions for the functioning of the power system, as amended, and the Regulation of the Minister of Energy
ELECTRIC ENERGY DELIVERY FOR LOCAL AND OFFERENTS — Tariff groups C, G, R1. Number of measuring systems accounting for consumed electricity 1291 pcs.
2. A detailed description of the collection points (PPE) is provided in Annex 1a to the SWZ.
3. Estimated electricity consumption during the contract period of 12 027,54 MWh, of which:
Zone I - 7 719,72 MWh
Zone II - 4 307,82 MWh

4. Deliveries will take place from 01.01.2023. until 31.12.2023, with the proviso that details of delivery dates (start and end) for individual PPEs are described in Annex 1a to swz.
5. The Academy of Applied Sciences in Wałcz has the status of a Manufacturer - Item No. 2 (PPE number 590310600000507891) in Annex 1a to the SWZ - the ordering party has the installation of photovoltaic panels. The contracting authority envisages concluding with the contractor whose offer will be selected a contract for resale and balancing of energy generated in a RES micro-installation and not used (about 15.00 MWh per year), which will be valid for the entire delivery period. The contracting authority agrees to conclude a contract for the resale of energy on the template used by the contractor
6. Current electricity supply contracts will expire or terminate with effect from the day preceding the planned delivery start date (column "Delivery period"). The obligation to terminate the contracts lies with the contracting authorities (recipients).
. The Contractor, based on the Granted Power of Attorney, will be obliged to submit contracts on behalf of himself and the ordering party (recipients) to the competent DSO in accordance with applicable regulations and to represent the Ordering Party (recipients) before the DSO - the process of changing the seller.
7. The contracting authority reserves the right to make use of Article 139(1) of the Public Procurement Law, i.e. the possibility of first examining and evaluating tenders, and then making a subjective qualification of the contractor whose offer has been rated the highest, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.
8. As a result of the outcome of the part 1 proceedings, 23 contracts will be concluded.
9. The contracting authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 23 security for the proper performance of the contract separately for each contract concluded.
10. The Ordering Party requests the deposit - part 1 of the order: PLN 500,000.00.
SUPPLY OF ELECTRICITY TO PREMISES AND FACILITIES – tariff group B1. Number of measuring systems accounting for consumed electricity 12 pcs.
2. A detailed description of the collection points (PPE) is provided in Annex 1b to the SWZ.
3. Estimated electricity consumption during the contract period of 5 379,95 MWh, of which:
Zone I - 3 253,83 MWh
Zone II - 1 029,37 MWh
Strefa III - 1 096,75 MWh

5. The Ordering Party – Miejska Kanalizacja i Wodociągi Sp. z o.o. in Czarnków – provides for the right of option
6. The Ordering Party Przedsiębiorstwo Wodociągów i Kanalizacji w Wyrzysku Sp. z o.o. has the status of a Manufacturer for: Item No. 1 (PPE number 590310600002313155) and Item No. 2 (PPE number 590310600018582897) in Annex No. 1b to SWZ - the ordering party has an installation of photovoltaic panels (with a capacity of 30 and 50 kW, respectively). The contracting authority envisages concluding with the contractor whose offer will be selected contracts for the resale and balancing of energy generated in RES micro-installations and not used (about 1.00 MWh per year for each of the facilities), which will be valid throughout the entire delivery period. The contracting authority agrees to conclude contracts for the resale of energy on the model used by the contractor

9. The contracting authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 6 securities for the proper performance of the contract separately for each contract concluded.
10. The Ordering Party requests the deposit - part 2 of the order: PLN 250,000.00.
11. Measuring systems are adapted to the procedure of changing the seller
