Legal advisory services are sought to develop delivery models and procurement strategies for a large-scale district heating network in the city.

The Council wishes to determine the optimum delivery model and procurement sourcing strategy which should be adopted to unlock long-term heat network deployment at scale within the city. This includes establishing a wide programme of development work (the Programme) and the intention is to appoint a delivery partner (the Heat Network Delivery Partner).
