Planning services for the construction of an electrolysis plant

SWK MOBIL GmbH is planning to build an electrolysis plant (container construction) for delivery

the in-house hydrogen filling station. In advance, a feasibility study was carried out by the client.

The engineering office is to work on all subsequent work phases (preliminary planning up to the defect-free

4. Approval planning

5. Execution/detailed planning

6. Preparation of the contract award (EU procurement of the works)

7. Participation in the award of contracts (EU procurement of works)

8. Object/construction supervision

9. Property management and documentation

The defect-free acceptance and commissioning of the electrolyser must have taken place by the end of July 2026.

The tender should take into account that it is not yet clear whether the construction work will be carried out by a general contractor or by

individual service providers are provided.

If, in the course of the planning process, it turns out that the construction of the electrolyser cannot be approved and/or funding is refused by the funding body, the contract concluded up to that point shall become invalid.

Further requirements for the engineering office:

- Drawing up a realistic schedule and adjusting it regularly; Clarification of whether a two-part approval procedure leads to a time advantage

- Subcontractors, if any, commissioned by the engineering office will be supervised by the engineering office and required to adhere to the schedule

- Coordination of all necessary expert opinions

- Completion of all documents for the approval of the electrolyzer

- Accompaniment of discussions and appointments (including appointments for public participation) with the licensing authority for the standard procedure according to § 10 BimSchG with public participation (incl. operating permit according to § 18 BetrSichV and building permit BauO NRW)

- Coordination and implementation of the public participation process

- Coordination on the integration of the electrolyser into the filling station infrastructure with the commissioned engineering office for the hydrogen filling station

- Preparation and support of the functional tender for the construction work of the electrolyser (in particular preparation of the bill of quantities) - Close support of all processes and bidder discussions (or max. number) in the award procedure including coordination of the service description with the commissioned engineering office for the hydrogen filling station

- Continuous verification of compliance with the terms of reference in all phases of the project (possible construction at the manufacturer's factory, on-site construction, commissioning) including possible on-site visits at the plant and maintaining a list of open points (LoP) with proactive elimination of open points

- Continuous control and coordination of the interfaces between the individual service providers, especially during planning (implementation planning) and construction of the plant (on-site construction supervision)

- On-site construction supervision with on-site appointments at least every two weeks

- Commissioning of the plant by August 2026 including review of the implementation of all relevant standards, regulations and requirements of the permit as well as the possible elimination of deviations

- Services not to be offered in this tender (provided by SWK): Determination of the timetable specification for the electrolyser

- Additional service package (to be offered as an option): Preliminary investigation into the possible retrofitting of waste heat recovery from the electrolysis process by means of a heat pump for use in the district heating network
