The College intends to develop and extend existing College buildings to provide modern teaching, administration and support services in a new Performing Arts Centre and a new Engineering Centre and wishes to appoint a Project Manager to carry out project management services.
The Project Manager will provide a full project management service to include liasion with the College through the Estates Manager, Project Initiation and Strategic Property Advice, Construction Project Management The scope will be that necessary to manage the whole project in compliance with the College's brief to achieve a finished building that is fit for purpose, can be operated within the College's financial and human resources, is energy efficient, follows sustainable energy guidelines, uses, wherever possible, alternative energy sources and achieves BREEAM Excellent status and will cover Procurement Methodologies, Plan of Work, Construction of a proposed Performance Arts Centre and a proposed Engineering Centre encompasing procurement options, expenditure limits and site constrainsts arising from initial brief; making recommedndations on site surveys and investigations, the appointment of Consultants ; arranging and co-ordinating feasibility studies and progress recommendations to finalise brief; organise cost plans and cash-flows in conjuction with the Project QS; co-ordinate Design Team including chairing meetings to monitor progress, ensure flow of design information, agree project specifications, ensure compliance with Statuatory regulations; arrange for Construction Project Tenders and monitor construction phase.
In addition, because the buildings will remain occupied and in use by teaching, administrative and support staff and students, the Project Manager will be expected to ensure that the design, planning and construction stages, managed and undertaken by others, minimise disruption to the College's core business and to ensure public safety.
It will be a condition of the Project Manager's appointment that he work in close liaison with the Lead Consultant and Quantity Surveyor, who will be appointed directly and separately by the College, to ensure good management reporting and cost control.
It is expected that this appointment will be undertaken in two phases:
Phase 1: Feasibility Study in line with RIBA Plan of Work Stages A-B.
Phase 2: Full Scheme in line with RIBA Plan of Work Stages C-L.
The estimated construction value of the project is GBP 11,210,000 (ex VAT).
The successful applicant will be appointed under NEC3 - Professional Service Contract.
