The aim of the procurement is primarily to have access to consultants who can undertake external quality assurance of projects in accordance with the investment process (QA1 of the concept choice review and QA2 of the management document and preliminary project).

In addition to the above assignments, the municipality needs assistance with external quality assurance of other parts of projects. This can be quality assurance in the implementation phase, or connected to specific parts of the projects' documents and deliveries, as well as a separate role as external quality assurer for the contracting authority's follow-up of the project.
