Nord-Fron Municipality (the contracting authority) would like to procure a framework agreement with several private providers of the health and social offer user-controlled personal assistance (BPA).
The procurement will be limited to 2 (two) years, with an option for an extension of 1+1 year.
If a tenderer is not awarded a new framework agreement after this framework agreement expires, the existing user can still receive BPA from this tenderer until the call-off expires for the person in question.
The aim of the procurement of a framework agreement with private actors is to give users greater influence, flexibility, and choice, by giving users the right to choose whether the service will be provided by a municipal provider or by a private provider with a framework agreement.
All users of user-controlled personal assistance (BPA) for daily activities, including personal care, self-care and general recreational activities, must receive equal services regardless of whether they choose a private or municipal service provider.
A framework agreement with several private providers (parallel framework agreement) will cover the municipality's need for BPA from private providers, and will ensure an adapted and varied offer for the entire target group for user-controlled personal assistance in the municipality.
The award of contracts under the framework agreement will be made after a renewed contest (mini-competition); i.e., a mini-competition between the tenderers with a framework agreement. The award criteria in mini-competitions are usually not identical with the criteria in the tender documentation for the framework agreement, neither as regards content or weighting. A needs description, the requirements specification, and the award criteria will be specified in each mini-competition - i.e., there will be different requirements and criteria for different types of assignment.
It is the framework agreement that has a 4 year duration. Contracts that are entered into for individual assignments based on the framework agreement do not need to end within this four-year period.
