The project aims to create a new Central Police Station and the development of its surroundings on a site
belonging to the Montgomery Police Zone located in Etterbeek. The objectives pursued are:
# The creation of a building for the Police Zone totaling approximately 6,300 m² of gross indoor surface area above ground and approximately
5.400 m² in the basement. The distribution of surfaces (above ground or underground) will depend on the concept presented by the Bidders
and will be refined in the second phase of this procedure;
# The development of the surroundings and parking within the Office of the Commissioner. The number of parking spaces
For both staff and service vehicles is estimated at approximately 150 vehicles. Locations for
Staff vehicles will be provided in the basement. Only parking of service vehicles is possible on the ground floor

# The continuity of the operation of the Montgomery Police Zone and more particularly of the "Block M" during
by an intelligent arrangement of the volumes created and/or renovated;
# The intelligent urban and architectural integration of a public building within the district. This intelligent integration
implies, for example, a special treatment of the many parking spaces within the project;
# The easy accessibility of the Office of the Commissioner for members of the Police Force. It is specified that the "public" function of the
Central Commissariat will be relatively limited;
# The efficient development of motorized and pedestrian flows around the building as well as within it;
# The project must be part of the Regional Urban Planning Regulation "Good Living" which is announced in early 2024 as well as
the existing Municipal Mobility Plan;
# A project with a distinct character and a clear identity, while remaining sober and effective;
# A project generating new dynamics and urban renewal for the surrounding district;
# The creation of a public building that is welcoming, functional, secure, and that can offer a pleasant working environment to
police officers and personnel of the Area;
# The design of a building with a stable thermal and acoustic atmosphere in all circumstances;
# Design the Office's spaces in a logical and functional manner while taking into account security levels,
the specificities of each service, and the interactions between them;
# Meet the needs of staff in terms of the spatial and functional quality of workspaces;
# Design a building that is exemplary in terms of energy consumption and whose construction is also sustainable
both in terms of its materiality and the careful integration of its techniques;
# The realization of the Commissariat according to the defined prerogatives (budget, programming, timing).
This contract covers the design, project studies as well as the preparation, monitoring, control over the implementation of
works, as well as their coordination if the works contract should be allocated.
The mission of the Project Author is complete, that is to say from the sketch to the final acceptance of the works. She
integrates architectural services, engineering services for stability and special techniques, EPB as well as
that the signage and general coordination of studies, including the coordination of specialist or
specialized commissions. The Project Author will also take into account all remarks/questions made by third parties
appointed by the Contracting Authority.
