The North German Academy of Finance and Tax Law in Hamburg (NoA) is responsible for the training of junior staff of the Hamburg tax administration as well as the professional qualification of employees of the Hamburg tax administration. For them, a new building is to be built in timber system construction, which will replace the current location of the NoA. The project is being carried out within the framework of the Hamburg tenant-landlord model according to VV-Bau (MVM). The tenant is the Free and Hanseatic City of Hamburg (FHH), represented by the tax authorities. GMH is responsible for the implementation.
On an area of around 4800 m² NUF 1-7, the new building will create space for around 700 candidates, who will be taught in class sizes of around 35 people. In addition, the new building is structurally designed to meet the modern requirements for learning and working environments.
The site in "Beim Pachthof" in Hamburg Horn was chosen as the location. On the property there is a primary school in a listed Schumacher building and a 1-field sports hall. The associated sports field is currently not used by the school and is rented to the Hochbahn as a construction site equipment area. The new building of the NoA is to be built on the vacant construction site area (approx. 6,000 m²).
The aim of the new building is to achieve the DGNB Gold climate protection standard. In addition, federal funding is being sought. With a view of the future of the Horner Zentrum (upstream on the Elbe and Bille rivers – housing and urban production in HamburgOst), there are also high demands on design quality. The budget for the new building is EUR 26,895,000 gross (KG 200 to 600) based on the 1st quarter of 2023.
The implementation of the NoA is to be carried out on the basis of a serial timber construction system (modular system) developed by GMH. The system enables serial prefabrication of components for a rapid assembly process on site. It is flexible to enable site-specific building cubatures and designs as well as individual space and functional requirements. The system is intended to establish a sustainable, climate-friendly and economical construction method for educational buildings in Hamburg. The system is to be tested for the first time on the NoA project.

The general planning to be awarded includes building planning, consulting timber construction engineer, structural engineering, technical equipment, fire protection, building physics (thermal insulation & energy balancing/EEE, building acoustics, room acoustics) and outdoor facility planning. In particular, the consulting timber construction engineer has the task of ensuring that the interests of the construction process, starting with the prefabrication of the timber construction modules, are already taken into account during the planning phase. All services and deliverables are to be provided using the BIM method.
The services to be awarded consist of:
- Performance levels I and II (service phases 1 to 3) according to Appendix I. 1 of the draft contract
- Performance levels III to VI (service phases 4 to 9) as well as special services in all service phases according to Appendix. 1 of the draft contract as an optional assignment by designation of the Client (if necessary still in stages to be determined by the Client).

In addition to the selection committee of the contracting authority, representatives of the user and other representatives from an official context may participate in the award negotiations in an advisory capacity.
