Expert team in the tendering of the wellbeing centre

The target of the procurement is the service of an expert team to be responsible for the implementation of the tendering package of the wellbeing centre project located in Tuusula, as well as for monitoring compliance with contracts and technical expertise during implementation. The expert team is expected to have strong project management skills (including financial expertise), property development and construction expertise, as well as legal (procurement, contract and real estate law) expertise. The expert team must have expertise in steering the planning of properties intended for use in healthcare and social welfare. In addition, there must be a team of technical experts with expertise in structural design and the design of HVAC technology.

In addition, the target of the procurement option is 1) Supervision during construction and 2) the services of the expert team in tendering for the library project.

The subject of the purchase is described in more detail in Annex 1 to the invitation to tender.

The procurement procedure is an open procedure in accordance with the Act on Public Procurement and Concession Contracts. The contracting entities are the municipality of Tuusula and the wellbeing services county of Central Uusimaa. The municipality of Tuusula carries out competitive tendering and makes the decisions related to the tendering on behalf of both contracting entities. Each contracting entity makes a procurement decision with the same content on its own behalf. Each contracting entity shall take any decision on a procurement adjustment on its own behalf. Each contracting entity concludes its own procurement contract and is solely responsible for the contractual obligations towards the supplier.

A partial offer is not possible. The client procures expert services according to their needs. Obtaining project funding is a condition for concluding a contract.

The Agreement shall enter into force when it has been signed by both parties. The agreement is valid for a fixed period of four (4) years. At the end of the fixed-term contract period, either party may terminate the agreement by observing a nine (9) month notice period. Termination must be submitted in writing.

Together with the client, the selected expert team will be responsible for selecting the promoter of the wellbeing centre project by means of a negotiated procedure or a competitive negotiated procedure in accordance with the Act on Public Procurement and Concession Contracts. The Supplier is also responsible for monitoring and supervising compliance with contracts during the project. If necessary, the supplier must be able to be responsible for the consulting tasks of contract and construction law throughout the implementation of the project. The expert team has overall responsibility for their work.

Together with the client, the selected expert team will be responsible for selecting the promoter of the wellbeing centre project by means of a negotiated procedure or a competitive negotiated procedure in accordance with the Act on Public Procurement and Concession Contracts. The expert team must consist of from 2 to 5 specialists, in addition to which a team of technical specialists must be available. The supplier decides the number of experts within the aforementioned range, but the team as a whole must have the necessary expertise. The team must include at least a lawyer and one expert in real estate development and construction in the social and health care sector. In addition, the team must have an assistant person for various auxiliary tasks, such as meeting arrangements, minutes and similar tasks.

The project manager, who works in an expert team, must act as a contact person towards the client. The project manager must also have a designated deputy.

The estimated value of procurement, excluding VAT, calculated in accordance with the Act on Public Procurement and Concession Contracts, is approximately EUR 600,000. The municipality of Tuusula's share of the estimated value is estimated to be approximately EUR 300,000 and keusote's share approximately EUR 300,000.
