The aim is to implement a fully electronic system for case management, the preparation of tender documentation and qualification documentation, to the award of contract and further contract follow-up.

DFØ shall procure a fully-electronic tender management system. The system shall contribute to improved, simplified and secure procurements. The system shall meet the requirement for procurements in accordance with regulations, and at the same time ensure the requirement for validating procurements. The aim is to implement a fully electronic system for case management, the preparation of tender documentation and qualification documentation, to the award of contract and further contract follow-up.

DFØ wishes to cover the following 3 various requirements through this contract:

— A joint procurement of TMS/CMS for our accounting customers who wish to connect to a joint TMS/CMS system.

— DFØ's own requirement for a TMS/CMS system with integration for a case and archive system.

— DFØ who enters into a framework agreement with banks on behalf of all government agencies.

The objective of the tender contest is to have a standard system ready by 1.1.2018 for the government agencies that are wishing to connect to the DFØ's chosen system. Including integration of the system for DFØ in such a way that it is ready for testing a procurement process by autumn 2017. A progress plan thereof shall be made in co-operation with the selected service provider.
