General planning services for western extension of the Regiobahn infrastructure

The client intends to gradually award general planning services and expert services for the extension of the regional railway infrastructure between Kaarst and Viersen. The services of the general planner include in particular the following performance profiles:

- object planning traffic facilities

- object planning engineering structures

- structural engineering structures

- technical equipment

- Expert reports

The regional railway company Kaarst-Neuss-Düsseldorf-Erkrath-Mettmann-Wuppertal mbH (regional railway or client) is a railway infrastructure company.

She owns the following railway lines:

- Neuss main station - Lake Kaarster,

- Düsseldorf-Gerresheim - Dornap-Hahnenfurth and

- Dornap-Hahnenfurth - Wuppertal-Dornap Abzw. (Newly built connecting line to the Wuppertal-Vohwinkel-Essen-Überruhr railway)

Regiobahn Fahrbetriebsgesellschaft mbH mainly operates on the mentioned railway lines.

The Regiobahn is planning to extend the existing railway infrastructure from Lake Kaarster to Viersen station as part of the line segment of the S 28. In addition to the already successfully completed extension between Mettmann Stadtwald and the connection in Dornap, as well as the planned electrification of the infrastructure, the route network of Regiobahn via Kaarster See station to Viersen station.

The planned construction project, a restoration of the former rail connection on the still existing but currently no longer developed railway line west of Kaarst and the connection to the existing line 2510 in Viersen Gbf, is intended to close the gap and create a through-connection. The aim is to connect the Viersen/Neersen/Nettetal region to the Neuss/Düsseldorf region via a direct local transport connection over the route of the S 28.

The line will be expanded as a single track. Intersections are to be planned at Viersen and Kaarster See stations as well as at 2 other points along the route.

The line is electrified. Freight transport is not planned.

The legal regulations apply to railway planning and the regulations of Deutsche Bahn AG apply to the railway systems of Regiobahn GmbH. The administrative regulations and guidelines of the Federal Railway Office also apply.

The planning room covers the area between Kaarster See station and Viersen station.

The planning service also includes adaptation work to the existing facilities, taking into account the foreseeable planning projects of Regiobahn, Deutsche Bahn AG and the surrounding local authorities.

Furthermore, the planning space comprises public and private areas that are not used purely for railway technology, but are structurally adapted as part of the measure or must be used for compensation purposes.

The planning space therefore also expressly includes public street space and open spaces that must be integrated into the measure in order to create a functional and attractive system at the disposal of the various public transport components.

The route length is approximately 15 km. In general, the planning corridor has a width of 100 m.

The measure requires up to three planning approval procedures in three planning approval phases.

The budget for construction costs and land acquisition is 82 million euros net (excluding construction construction costs, planning and expert services) at a cost level of 2022.

The preliminary planning (Lph 1-2) is expected to be completed in the quarter of 1/2024. The planning approval application for the overall measure is to be submitted to the planning approval authority in 2025.

The planning services are called up step by step as required. In addition, commissioning by construction stages is considered. Work phases 3 - 9 HOAI will initially only be queried optionally in stages to be defined in more detail and will be called up depending on the decision situation and financing (funding).

As things stand at present, the following services in particular are to be provided according to the HOAI 2021 management statements:

1. Basic performance of Lph 1 and 2 (optional 3-9):

- object planning traffic facilities

- object planning engineering structures

- specialist planning structural engineering structures

- Technical equipment planning

2. Consulting services:

- Engineering surveying consulting services

- Consulting services environmental impact study UVS

- Counseling services landscape conservation support plan LPB

- Sound and vibration consulting services

The planning includes all necessary planning and expert services to achieve the overall construction law for the measure, including applicable water law permits, drainage permits, discharge permits, BLMSchG permits or building permits for deployment areas, demolition and felling permits, etc.

3. Special services:

- Procurement of plans and compliance check of Deutsche Bahn AG's existing plans

- Coordinated management planning

- Building noise reports and vibration reports during the construction period

- Special achievements in the field of geotechnical reporting and subsoil exploration

- Contaminated site assessment and disposal concept/report on contaminated sites (soil chemistry)

- Creation of a screening according to EBA form U3

- Species protection report with ASP level 1 and level 2

- Expert opinion according to the Water Framework Directive (WFD)

- Plan review according to VV Construction of the Federal Railway Office

- Planning LST and contributing to the release of PT2 planning

- Services according to VV Bau and VV Construction of the Federal Railway Office

- Soil management and construction site logistics concept/construction process planning

- Special services in area planning (Annex 9 HOAI)

- Special achievements of landscape planning services (Annex 9 HOAI)

- Assist in concluding crossing agreements (5 crossing agreements)

- Commissioning management and IBN dossiers according to the VV IST of the EBA (for DB AG systems)

- ordnance queries and risk assessment

- Funding applications (3 applications)

- Printing and duplication of planning approval documents

- Consulting services for electromechanical compatibility, earthing and stray current reports

The general planner is responsible for the coordination and integration of all services (overall project management).

The general planner is remunerated with a flat-rate fee.
