In order to ensure the efficient use of the funding through careful technical and administrative planning, implementation and control, the appropriate monitoring and administration of the research programme is required. This applies in particular to compliance with EU state aid law and grant or administrative procedural requirements in accordance with Sections 7, 23 and 44 of the Federal Budget Code (BHO) and Sections 48, 49 and 49 (a) of the Administrative Procedure Act (vwVfG).
As a contractor (AN), the promoter supports the BMVI as a client (AG) in all phases of project funding by taking on appropriate administrative grant management tasks.
The workload is influenced by the amount of the annual budget and the complexity of the funding applications to be processed. The Client is expected to manage a funding volume of at least EUR 100 million (cash resources) per year during the contract period. The funds are available from the Energy and Climate Fund under Title 686 25 “Development of renewable fuels”. The funding volume is to be calculated with an estimated annual cost of around 20 new grants for R&D joint projects with up to 10 project partners each. Grant recipients can be commercial enterprises, municipal enterprises, universities and non-university research institutions. In justified cases, projects by non-profit organisations, local authorities, public law institutions and registered associations may also be supported. Small and medium-sized enterprises (SMEs) are encouraged to submit applications. The PT must be able to absorb peaks, even in the short term, due to a change in the volume of funding or an increase in the number of applications through flexible deployment of staff.
The support consists of the following work packages:
— WP1: Organizational support and administration of development projects according to the relevant funding guideline,
— AP2: Monitoring of development projects
— AP3: Evaluation,
— WP4: support for the dissemination of project results,
— Requirements AP5: procurement,
— Requirements AP6: Support for further development.
Within the scope of the project management, a loan pursuant to Section 44 (3) of the Federal Ministry of Education and Media are envisaged by the BMVI with the fiduciary management of the funds made available in accordance with Section 44 (2) BHO.
