Norsk Rikskringkasting AS (the Norwegian Broadcasting Corporation),henceforth referred to as NRK, invites interested tenderes to submit requests for participation in a negotiated procedure regarding a framework agreement for the provision of Content Delivery Network (CDN).

NRK aims to be a world class content producer and publicist on all media. Our core activities are the production and distribution of broadcasts and programmes in various forms of publication. Within interactive forms of publication, video is the most important competitive advantage for NRK.

During the lifetime of this contract, NRK expects that the importance of content distribution (audio, video, and text) over the Internet will further increase, probably to being our most important distribution channel. We would therefore like to increase our efforts in order to ensure that the suppliers under this contract perform to or better than our agreed SLAs. As these are parallel framework agreements, we will also use the annual traffic allocation to provide better performance. This further emphasises that these services are directly affected by the Norwegian authorities' requirements for the broadcaster.

OTT consumption was previously driven by the younger public, but we are now seeing a change for all demographic groups. The demand for fault-free quality experiences from traditional linear distribution services are now also expected for the ITT services. This means that NRK needs distribution services that enable 'fault-free' distribution and a high customer experience, as well as the tenderer have a good footing (good connection) with local and national ISPs in Norway. In addition, the tenderer ought to be ahead when it comes to the development of CDN services and securing them. Qualities such as low delay, high quality, and the flexibility to include new standards will be important for the fulfilment of this contract.

Among the qualified contenders, NRK will select a minimum of three (3) to be invited to participate in the tender proposal stage provided that a sufficient number of providers are qualified.
