The study shall cover the following funds and programming periods:

— 2014-2020 programming period: ERDF, CF, ESF, EAFRD and EMFF;

— 2021-2027 programming period: ERDF, CF, ESF+, JTF, EMFAF, AMIF, ISF and BMVI.

The study shall take stock of the actual use of the SCO and FNLC through collecting and analysing data in all 27 Member States and UK for 2014-2020 period.

As regards the period 2021-2027, the study shall take stock of the actual and planned use of the SCO and FNLC through collecting and analysing data in all 27 Member States and the BMVI programmes of Iceland, Norway and Switzerland.

The contractor shall cover all programmes in all the countries for respective programming period and a representative sample of beneficiaries, to be agreed with the European Commission.

The list of programmes to be covered by the study (approximately 500 programmes for each programming period) will be provided by the European Commission during the kick off meeting.

Study on the uptake of simplified cost options (SCO) and financing not linked to costs (FNLC) for the Common Provisions Regulation (CPR) Funds in the 2014-2020 and 2021-2027 programming periods.
