The city of Ludwigsfelde intends to select a suitable bidder for the new version of the land use plan (including environmental report) with a landscape plan for the entire city area of Ludwigsfelde, including the 11 districts of different sizes with a total area of approx. 110 km² and currently around 28,000 inhabitants in accordance with the BauGB in the currently valid version, to conduct a non-open procurement procedure (§16 VgV), with an upstream public participation competition.
The scope of the present procedure consists of planning services in the service figures land use planning and landscape planning as well as related special services in the sense of Annexes 2 and 9 HOAI. The land use and landscape plan must be adapted in parallel in accordance with the current legal principles.
The need to rewrite the land use and landscape plan arises due to current developments, changing demands and usage structures of the population, changed development prospects, current planning principles (see existing plans and concepts), as well as current and future planning principles changed framework conditions.
The current land use plan for the city of Ludwigsfelde was first drawn up in 2001 and has since gone through twelve change procedures. The first FNP change was made in 2006 as a result of the incorporation of the formerly independent municipalities of Ahrensdorf (2001) and Groß Schulzendorf (2003). For the first time, an assessment basis was created for the entire urban area, which represents the type of land use resulting from the intended urban development in its main features and which is still valid today, including all other downstream construction plan procedures.
Planning requirement, goal and purpose of planning
The future urban development of the city of Ludwigsfelde is facing new challenges. These result, among other things, from the dynamic labour market and population development of the past ten years or so, the adapted and further developed, overarching goals of regional planning, the current and future requirements for demographic change, digitisation, mobility and climate and environmental protection. The statements of higher-level planning are, if necessary, to be adopted by message.
There is a need to update the formulated objectives of the currently valid land use plan according to § 18 HOAI LPH 1-3 and landscape plan according to § 23 HOAI LPH 1-4 in accordance with the current framework conditions and applicable urban planning and landscape planning requirements. The new version of the land use plan with landscape plan for the entire city area of Ludwigsfelde assumes a planning horizon until 2040.
