The tender is a multi-contractor framework agreement for the supply of traffic data (in the broadest sense of the word) from non-road systems. NDW wishes to be able to purchase these traffic data in various forms, including raw data, information, products and services. This traffic data comes from various data sources including Probe Vehicle Data, Floating Car Data, cellular data and crowd sourced data. The need of NDW may be a concrete form and data source, but may also concern a need that is functionally specified and aggregate different forms and data sources.

NDW is a collaborative organisation and acts as a hub of purchase for its partners. The needs of the different partners will lead the traffic data from non-road systems that will be requested under the framework agreement.
