The subject of the contract is the provision of services in the field of municipal waste collection from owners, co-owners, managers, users of real estate where residents live, located in the commune of Poczesna and management of this waste.
The scope of the contract is the collection and management of the entire stream of municipal waste transferred by the owners, co-owners, managers, users of real estate located in the area of the Pysznena commune, where residents live, in a way that ensures achieving appropriate levels of recycling, preparation for reuse and recovery by other methods of certain fractions municipal waste and the reduction of the mass of biodegradable municipal waste sent for storage as part of the entrusted task.
A detailed description of the subject of the contract (OPZ) is included in Annex 1 to the ToR.
1. The area of the Poczesna Commune is 60.13 km
2. The number of commune residents registered for permanent and temporary residence as at 31.05.2019 is 12,810 inhabitants.
3. The number of inhabited single-family real estate is 3,336 - resulting from the declaration on the amount of the fee for municipal waste management, as at 31.05.2019.
4. Total number of residential real estate - the so-called collection points 3,381 (individual + 20 nests). Including the number of properties with difficult access - 3 (the list of properties with difficult access is attached as Annex 6 to the ToR).
5. The number of residents who will be covered by the municipal waste collection service is: 11,288 people,
A / number of multi-family real estate: 45 blocks,
B / Total number of residential properties - the so-called collection points - 3,381 (individual + 20 nests)
C / Employer provides the approximate number of inhabitants based on declarations submitted by property owners, resulting from art. 6m paragraph 1 of the Act of September 13, 1996 on maintaining cleanliness and order in municipalities. In addition, in connection with the natural construction and migration movement of the population, the contracting authority will inform the contractor of any changes affecting the performance of the contract.
6. The scope of the contract is the collection and management of the entire stream of municipal waste transferred by the owners, co-owners, managers, users of real estate located in the Paleriana commune where the inhabitants reside, in a way that ensures achieving adequate levels of recycling, preparation for re-use and recovery by other methods certain fractions of municipal waste and the reduction of the mass of biodegradable municipal waste sent for storage as part of the entrusted task.
7. The contractor is obliged to handle waste in a manner consistent with the principles of waste management set out in the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2019, item 701, as amended), the Act of on September 13, 1996 on maintaining cleanliness and order in municipalities (i.e., Journal of Laws of 2018, item 1454, as amended), in accordance with the environmental protection requirements and the Waste Management Plan for the Śląskie Voivodeship for 2016-2022 , adopted by Resolution No. V / 37/7/2017 of the Silesian Voivodship Assembly of April 24, 2017, in particular by:
a) transfer of the collected mixed municipal waste and green waste to regional municipal waste treatment installations indicated in the Waste Management Plan for the Śląskie Voivodeship for Region I. The Contractor may not export mixed municipal waste and green waste collected from the commune - a given Participant of the Ordering Group outside the Region I. According to art. 6d section 4 item 5 of the Act on maintaining cleanliness and order in municipalities, the Contractor is obliged to indicate in the offer installations, in particular regional waste treatment installations, to which it will transfer municipal waste collected from the owners of residential property;
b) transfer of separately collected municipal waste directly or through another waste collector to a waste recovery or disposal facility in accordance with the waste hierarchy as referred to in art. 17 of the Act of 14 December 2012 on waste (i.e., Journal of Laws of 2019, item 701, as amended).
8. The minimum guaranteed amount of waste during the implementation of the subject of the contract is estimated at:
A / unsorted (mixed) - 2576.020 Mg,
B / segregated municipal waste - 889.740 Mg.
10. The subject of the contract should be carried out in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods of certain fractions of municipal waste and reduction of the mass of biodegradable municipal waste sent to landfill.
