The object of the order is the receipt, transport and development of the municipal waste from the property on which the inhabitants reside, the so-called real estate resides constantly and temporarily — including property built up summer buildings in a manner consistent with with the provisions of the Act of 13 September 1996 on the maintenance of cleanliness and order in municipalities (Journal of Laws of 2021, item 888) and other provisions of law, including the Regulation of the Minister of Climate and Environment of 17 May 2021 on the detailed method of selective collection of selected factions waste (Journal of Laws of 2021, item 906), by Resolution No V/45/19 of the Lubasz Municipality Council of 30 April 2019 on: the enactment of the Rules of Procedure of Purity and Order in Lubasz Municipality.

Receiving transport and landscaping of municipal waste from 01.01.2022 to 31.12.2022 from the property on which the inhabitants reside (so-called permanent and temporary property — including property built up summer buildings), including:

(a) receiving non-segregated (mixed) waste;

(b) receiving segregated waste:

— biodegradable (biowaste),

- paper,

— metal,

- glass,

— Plastics, multi-plant packaging waste, provided that the Contractor receives any quantity of the abovementioned municipal waste. On the premises of the inhabited property, a mixed container and bag system of municipal waste collection will apply continuously and temporarily:

1) unsegregated (mixed) municipal waste:

(a) unsegregated (mixed) municipal waste will be received from containers in black with a capacity of 120 litres, 240 litres, 1,100 litres from the owners of the property on which the residents reside (so-called real estate inhabited constantly and temporarily) — property owners provide in/w containers for the properties concerned and maintain them in appropriate sanitary, cleanup and technical condition,

(b) unsegregated (mixed) municipal waste will be collected from containers in black with a capacity of 120 litres, 240 litres, 1,100 litres, the property owners shall provide the abov. containers on the property concerned and maintain them in appropriate sanitary, cleanup and technical condition,

(c) frequency of receipt (export) of unsegregated (mixed) municipal waste — 1 time 2 weeks, according to the schedule executed by the Contractor, agreed with the Contracting Authority and accepted by the Contracting Authority (the frequency of receipt of waste in multi-family, summer development is different , is described later in the SWZ),

(d) in multi-family housing, non-segregated municipal waste will be collected from containers — the owners (managers) of the property provide in/w containers on the properties concerned and maintain them in appropriate sanitary, cleanup and technical condition,

(e) the number of buildings (so-called permanently and temporarily inhabited properties) is given in the section concerning the characteristics of the commune of Lubasz,

(f) the Contractor's obligation will be to use the collected unsegregated (mixed) municipal waste and selective waste by transferring it for recovery or disposal in accordance with the provisions of applicable law, as well as presenting it to the Contracting Authority (once a month) evidence supporting the performance of these activities, i.e. waste transfer cards. According to the law in force, non-segregated (mixed) waste should go to a municipal plant, biodegradable waste (biowaste) for recovery or waste disposal facilities;

2) Selectively collected municipal waste (segregated waste):

(a) the collection of selectively collected municipal waste in single-family housing development will be carried out in a bag system or using containers,

(b) bags for the purposes of selective waste collection shall be delivered to the owners of single-family and homestead properties by the Contractor, where appropriate. The bags in question should have the following parameters: material — polyethylene film with a thickness to ensure the strength of bags, capacity up to 120 l.

For the purposes of selective collection of waste in single-family and homestead buildings, containers or bags in colour in accordance with the Regulation of the Minister of Climate and Environment of 17 May 2021 on a detailed method of selective collection of selected waste fractions (Journal of Laws of 2021) shall be used (Journal of Laws of 2021. r., item 906). In a multi-family housing development, the collection of selectively collected municipal waste will take place in a container system, i.e. in containers containing a clear indication of the waste collected in them.
