The subject of the contract is to maintain constant cleanliness of municipal roads and sidewalks in the rural area of the Gołdap Commune. A detailed description of the method of implementation of the subject of the contract is described in Annex 2 to the SWZ, while the list of areas to be maintained is attached as Annex 3 to the SWZ.

Total length of roads to be maintained – 184 560.00 m, total length of pavements to be maintained 3.39 km

I. 1. The subject of the contract is winter maintenance of cleanliness of municipal public roads, sidewalks and internal roads owned or managed by the Gołdap commune in the rural area of the Gołdap commune, consisting in performing works only on the notification of the Ordering Party, in which the scope of areas to be maintained will be indicated each time.

II. Detailed manner of implementation of the subject of the contract:

1. Clearing of snow, ice and mud of roads to ensure passability.

2. The execution of the order is commenced immediately within 2 hours from the notification or cessation of snowfall.

3. the deadline for the performance of the service may be extended with the consent of the Ordering Party in the event that snowfall occurs in quantities twice the daily average (according to IMiGW indications) or roads of a higher category preventing access to municipal roads are not cleared of snow.

4. Snow removal of municipal roads should take place on both sides along the entire width. Straight and even sections of roads that are not glaciated (not slippery) are not subject to sprinkling with rough materials, except for the existing black ice or a compacted slippery layer of snow. Uphills, hills, curves, bends, intersections, etc. On roads with paved surfaces, they are subject to sprinkling in whole and on a section of 30 m before and behind the above-mentioned road sections. Maneuvering yards, loops and bus bays, especially located on hills, will also be sprinkled. Slush on paved roads created after a temporary increase in temperature should be removed on an ongoing basis, preventing it from freezing on the roadway after notification by the Ordering Party.

5. To combat and prevent winter slipperiness, materials in accordance with applicable law should be used. For roughening ice, glaciated and compacted snow can be used:

- sand with a grain size of up to 2 mm, according to PN-B-11113:1996 [4],

- natural aggregate with a grain size of up to 4 mm (recommended for roughening compacted snow),

and

- road salt mixture in which salt (sodium chloride, NaCl) should meet the requirements of PN-86/C-84081/02.

The roughening material must not contain foreign impurities preventing it from spreading evenly by sandblasters and flattened and irregularly shaped grains which may damage car tyres. The contractor will arrange on his own roughening material intended to combat and prevent winter slipperiness. It is allowed to use mixtures with the use of chemicals specified in the relevant regulations to combat winter slipperiness. The contractor will provide its own storage places from which it will carry out winter maintenance.

6. The Contractor shall ensure daily readiness of the equipment (24 hours - counted from 00:00 at night to 24:00 the next day) in the event of failure to carry out winter road maintenance through daily readiness of equipment (two trucks with a plow and a sand carrier) needed to perform works on the areas covered by the contract. The daily readiness of the equipment (24 hours a day) will be settled only if the action is not carried out, i.e.: the service is interrupted when the Ordering Party appoints an active action or orders the equipment to work.

III. 1. The Contractor is obliged to provide equipment units in order to install in them devices for locating and monitoring the position of vehicles (GPS), in order to be able to determine the location of the working equipment on an ongoing basis.
