Netz Lübeck GmbH is responsible for the role of measuring point operator (MSB) in its network area. For the implementation of tasks of the measuring point operator, including the gateway administration, Netz Lübeck is asking for system-technical support in the form of a SaaS service (Software as a Service).

In addition, process services in the form of Business Process Outsourcing (BPO) are to be transferred to the contractor for the gateway administration and for the operation of selected market processes of the MSB.

Furthermore, the procurement process for smart metering systems and required telecommunications services will be implemented via the contractor. The requested SaaS and BPO services will be provided in the final stage for approximately 6,000 intelligent measurement systems.

On 2 September 2016, the Act on the Digitization of the Energiewende came into force, which includes, among other things, Article 1 of the Measuring Station Operating Act (MsbG).

Among other things, the MsbG envisages extensive specifications for the use of intelligent measuring systems, for future communication and the use of measured values.

On December 20, 2018, the Federal Network Agency (BK6-18-032) specified the specifications for electronic market communication in accordance with the requirements of the Act on the Digitization of the Energiewende.
