The interinstitutional framework contract CNT(2014)8 — regulatory monitoring in the fields of the environment, technical equipment and accessibility for people with reduced mobility is currently under way and will end on 2.3.2018.
Setting up and maintaining a regulatory monitoring system for the EU institutions involved is vital for maintaining EMAS certification.
This regulatory monitoring system will cover the environmental field — technical installations and equipment in properties — and the field of accessibility and ease of use, by persons with reduced mobility, of the built environment. The regulatory monitoring system will cover all buildings occupied by the EU institutions in the Brussels-Capital Region (Belgium), Luxembourg and Strasbourg (France).
The regulatory monitoring system covered by this contract involves 3 technical fields, i.e.:
— the environmental field in relation to and having an impact on the activity of the EU institutions involved,
— the technical equipment in properties,
— the accessibility and ease of use, by persons with reduced mobility, of the built environment of properties.
The services to be provided by the future contractor will involve the following legislation and regulations:
— EU legislation applicable to EU institutions located in the Brussels-Capital Region (Belgium), Luxembourg and Strasbourg (France) in the environmental field (including legislation in other areas with an environmental impact, e.g. in the field of health and safety at work), in the field of technical equipment in properties and in the field of accessibility and ease of use, by persons with reduced mobility, of the built environment of properties, i.e. the regulations, directives, decisions, recommendations and opinions,
— national, federal, regional and community legislation and regulations in force in the Brussels-Capital Region (Belgium), applicable to the EU institutions located in Belgium in the environmental field (including legislation in other areas with an environmental impact, e.g. in the field of health and safety at work), in the field of technical equipment in properties and in the field of accessibility and ease of use, by persons with reduced mobility, of the built environment of properties, i.e. the regulations, directives, decisions, recommendations and opinions,
— national, regional and local legislation and regulations in force in Strasbourg (French Republic), applicable to the EU institutions located in France in the environmental field (including legislation in other areas with an environmental impact, e.g. in the field of health and safety at work), in the field of technical equipment in properties and in the field of accessibility and ease of use, by persons with reduced mobility, of the built environment of properties, i.e. the regulations, directives, decisions, recommendations and opinions,
— national, regional and local legislation and regulations in force in the Grand Duchy of Luxembourg applicable to the EU institutions located in Luxembourg in the environmental field (including legislation in other areas with an environmental impact, e.g. in the field of health and safety at work), in the field of technical equipment in properties and in the field of accessibility and ease of use, by persons with reduced mobility, of the built environment of properties, i.e. the regulations, directives, decisions, recommendations and opinions.
The assignment involved in this call for competition shall be carried out in 2 main phases, i.e.:
— database development and start-up,
— updating, sending notifications and database backup.
