Lotteri og stiftelsestilsynet (LS) [the Norwegian Gaming and Foundation Authority] manages the schemes for VAT compensation to volunteer associations and organisations. For the 2020 application year, it has been decided to use a newly developed system on a newer and more future oriented platform. This work stated in 2019 and phase 1 of the development project should be completed by 1.4.2020. Further development of this professional system is planned for 2020. Both an application portal for applications and a professional systems for internal case handlers will be developed. In addition to this, LS has other systems that must also be managed and further developed. This applies to Stiftelsesregisteret, Lotteriregisteret og Anleggsregisteret [the Register of Foundations, the Lottery Register and the Fixed Assets Register] that are all either on the same technological platform or are planned to be moved there. We want assistance from external consultants who can work together with out internal system developers on projects to establish and further develop these systems. The procurement concerns assistance with tasks in both architecture, system development and design.

The procurement includes assignments to an estimated combined value of 3 000 000 NOK — 9 000 000 NOK in the 4-year period.
The tenderer must have competence within architecture, system development and design. The tenderer must also have competence for the technologies we have selected and be able to participate in our projects in accordance with requirements further described in the requirement specification.
