The city of Pattensen (hereinafter: concessionaire) intends to award the sponsorship and associated operation of a day-care center in Schulenburg to an independent provider.
In order to award the above services, the concessionaire shall carry out an award procedure. Please note that the procedure in the present case concerns the award of a service concession in accordance with the KonzVgV. According to § 12 para. 1 KonzVgV, the Europe-wide procedure is designed in such a way that the bidders submit a bid directly, which is negotiated accordingly. This means that it is a negotiated procedure in which offers are requested immediately. A previous participation competition analogous to the VgV will not take place! It is also not a procedure according to the VgV! However, the procedure will be published as a public notice and the bidders will be directly invited to submit a bid and later negotiations.
The city of Pattensen has taken over the tasks of §§ 22 to 25 of the Social Code (SGB) - Eighth Book (VIII) - Child and Youth Welfare - from the Hanover Region. In order to be able to offer children and parents a wide variety of educational concepts and thus to be able to realize their right of choice and choice, the city of Pattensen works in partnership with independent institutions. The providers of the day-care centres fulfil their educational mandate under SGB VIII and the Lower Saxony Law on Child Day Care and Child Day Care (NKiTaG), as well as the education and orientation plans.
With this tender, the city is looking for an operator for the daycare center in Schulenburg.
A total of 83 children (2 x 25 in kindergarten, 15 in crèche, 18 in AüG) aged 0 years until they start school are to be cared for in the daycare centre. The available premises can be found in the floor plan attached to the tender documents. The care of the children in the daycare center is carried out by pedagogical specialists in accordance with the legal standardization. The daycare centre must be able to guarantee a core opening time from Monday to Friday from 08:00 to 16:00.
With the exception of public holidays, the childcare services are to be provided from Monday to Friday, as well as during holiday periods. Regular closing times are not provided, with the exception of 3 weeks during the summer holidays.
The following childcare times are to be guaranteed for each child and age:
Crèche all day 8 hrs.
Kindergarten: 1st group half-day 5 hrs. / 2nd group full-day 8 hrs.
Cross-age group full day 8 hrs.
Special opening hours can be added in the morning or afternoon if required!
