The Ministry of Transport and Communications has recommended that a new trunk line terminal for Kirkenes should be located in Høybukta west. The Norwegian Public Roads Administration, the Norwegian Coastal Administration and Sør-Varanger municipality are cooperating in preparing a zoning plan with an impact assessment for the area. The majority of this contract includes assistance for the design of the harbour.
